MOLLY TAKES A VACATION:
That's right folks, Molly is off on one of her jaunts for the next three weeks or so. I've tied up all the loose ends on previous debates on this blog, and I hope to get in a couple more notices here before I head off tomorrow.
I'll only be dropping by this blog occasionally in the next little while, but come sometime in September I promise to be back with a vengeance. Even though this will likely kill what was looking like my beating my previous monthly record for hits (set last August) it's still a welcome break. Every blogger should take one.
Til then, take care readers and I'll try and send as many postcards from far away as I can.

Pakistani Police Attack Peaceful Demonstration at Naveena Textile - Send a Letter Today!‏:
Three hundred workers have been locked out and six face charges for participating in a peaceful demonstration protesting illegally low wages at Naveena Textile Mills in Lahore, Pakistan

On July 30 workers, labour officials and activists gathered outside the Naveena factory to demand that management stop paying wages below the legal minimum of RS. 6000 and abide by Pakistan’s labour law and international labour standards. In response, police reportedly attacked the peaceful demonstrators with batons, used tear gas in an attempt to disperse them, and arrested and detained six people including CMKP Punjab President Taimur Rehman, Rafaqat Ali Azad, Muhammad Ilyas from the All-Pakistan Trade Union Federation (APTUF), CMKP Lahore District Committee (DC) member Muhammad Ali Jan and Adam Shah and Bilal, workers from the Naveena Textile Mills. The six have since been released, but charges have been filed against them.
Take action now to demand that the charges are withdrawn and Naveena workers receive the wages they are legally entitled to!
The Constitution of Pakistan, in addition to the Universal Declaration of Human Rights and ILO Conventions, recognise the fundamental rights of freedom of expression, association and assembly. The ability of workers to collectively express their grievances and their right to consult and engage in a dialogue with employers is a fundamental part of a just and democratic society and essential for harmonious industrial relations.
Send a message to Pakistani officials demanding they protect the human rights of their citizens. Help ensure that the unfair charges against the peaceful protesters are dropped, and that workers are reinstated and receive the minimum wage in accordance with the law

INTERNATIONAL POLITICS:
WAR IN SOUTH OSSETIA- A RUSSIAN ANARCHIST VIEW:
Over the past week war has raged in the Georgian breakaway province of South Ossetia. In response to a massive Georgian invasion and violation of a previous cease fire Russian troops have retaliated by driving out the Georgian army and pressing further into Georgia itself. There are, of course, rights on wrongs on both sides of such a conflict. Molly is somebody who takes a rather dismal view of state propaganda, and who therefore realizes that there are elements of truth ijn atrocity stories claimed by both sides in such a conflict. A few things are certain when one views this mini-war. One is that, once more, as in so many other recent conflicts the American Empire will rat on their presumptive allies in the interests of larger matters. This stretches all the way back to 1956 and the Hungarian Revolution. Hope springs eternal and also fantasies spring eternal as well. The Georgian government is merely the latest in a long list of presumed "allies" of America who have no realistic view of how the Empire operates, who believe its rhetoric rather than its reality. So sad, and you can be sure that such lessons of history will never be learned, and that others will do likewise in the future.
Another certainty is that Georgia has just scuttled its chances of joining either NATO or the EU for the foreseeable future. Georgia, after all, started the war by its invasion of South Ossetia and thereby proved beyond the shadow of a doubt that it is an unreliable, adventurist entity that would be a detriment to either alliance rather than an asset. These actions have also probably scuttled the chances of countries like Ukraine to join the EU. Perhaps set them back for decades. They have also scuttled the chances for a near term rapprochement between Russia and Western Europe, something I suppose the American Empire is very happy to see. This effect may last for a shorter term than some imagine.
Another certainty is that there will be a "leftist" response to the conflict, centred especially in the USA, where a mindless "taking of sides" will be the way it is described. The throbbing heart of "anti-Americanism" is actually in the US left which, in its so-called innocence cannot imagine any evil in the world not connected with their own country. Knee jerk support for the Russian point of view will be their response, and this will not ,unfortunately, be confined to the decaying corpse of the old Communist Party. It will be the "common sense" of far too many in the USA (and those across the world who imitate the US left) who have fixated on their own empire to the exclusion of any common sense view of how states are the same the world over. Sad but true.
In contrast, here is a view from Russian anarchists that upholds the essential neutrality of anarchism when it comes to conflicts between states. It is a rare instance (perhaps it has never happened) when "right" is only on one side of such conflict From Avtonom, a Russian anarchist news site....

No to new Caucasian war!:

The eruption of military actions between Georgia and South Ossetia threatens to develop into a large-scale war between Georgia supported by NATO on the one hand, and the Russian state on the other. Thousands of people are already killed and wounded – principally, peaceful inhabitants; whole cities and settlements have been wiped out. The society has been flooded with muddy streams of a nationalist and chauvinistic hysteria.

As always and everywhere in conflicts between the states, there is not and cannot be the righteous in new Caucasian war - there are only the guilty. The coals which have been fanned for years now have caused a military fire. The Saakashvili regime in Georgia keeps two thirds of population in poverty, and the greater internal discontent in the country this causes, the more it desires to find a way out from the deadlock in the form of a "small victorious war" in the hope, that it can write everything off. The government of Russia is full of determination to keep the hegemony in the Caucasus. Today they pretend to be the defender of weak, but their hypocrisy is abundantly clear: in fact, Saakashvili only repeats what the Putinist soldiery did in Chechnya 9 years ago. Ruling circles of both Ossetias and Abkhazia aspire to strengthen their role as exclusive allies of Russia in the region, and at the same time to rally the impoverished population around the tested torch of the "national idea" and "rescue the people". Leaders of the USA, the European states and NATO, on the contrary, wish to weaken the influence of their Russian rivals in the Caucasus as much as possible to provide to themselves with control over fuel resources and their transport. Thus, we became witnesses and victims of the next coil of world opposition in struggle for power, oil and gas.

This fight does not bring to working people - Georgians, Ossets, Abkhasians or Russians - anything, except for blood and tears, incalculable disasters and deprivation. We express our deep sympathy to the friends and relatives of the victims, to the people which have been left without a roof over their head and means of subsistence as a result of this war.

We shouldn't fall under the influence of nationalist demagogy which demands unity with "our" government, flying the flag of "protecting the homeland". The main enemy of the simple people is not the poor brothers and sisters on the other side of the border or of other nationality. Their enemies are the rulers and bosses of all kinds, presidents and ministers, businessmen and generals, those who generate wars for the sake of multiplying power and riches. We call on the working people in Russia, Ossetias, Abkhazia and Georgia to reject the bait of nationalism and patriotism and to turn the anger on rulers and the rich on both sides of the border.

Russian, Georgian, Ossetic and Abkhazian soldiers! Do not obey the orders of your commanders! Turn your weapon against those who sent you to war! Do not shoot the soldiers of your "opponent" - fraternize with them: a bayonet in the ground!

Working people in the rear! Sabotage military efforts, leave to go to meetings and demonstrations against the war, organize yourselves and strike against it!

No to the war and to its organizers - rulers and rich men! Yes to solidarity of working people across borders and the front lines!

The Truth Tour has also made stops in Phoenix, Arizona, San Juan, Puerto Rico, and Jacksonville, FL!



On Tuesday, August 19, at 12 pm in New York City, the Truth Tour will hold its grand finale: A mass rally sponsored by the Writers Guild of America East, Writers Guild of America West,and the International Brotherhood of Teamsters. How can everything be okay when we have already lost four people this summer?! Why does the mayor and the City remain silent on our deaths?

Iran: No to whippings and executions of worker activists‏
On May Day this year in Iran, two brave women - Sousan Razani and Shiva Kheirabadi - participated in open celebrations of the international workers' holiday.
The regime considers this to be a crime and the women were arrested.
They have just been sentenced to 15 lashes apiece, as well as four months in prison.
They're not alone. In a new and ferocious wave of repression directed against worker activists, a Kurdish teacher (Farzad Kamangar) has been sentenced to death. Three men (Abdullah Khani, Seyed Qaleb Hosseini,and Khaled Hosseini) have been sentenced to 120 lashes between them,as well as prison sentences. Afshin Shams has been arrested and awaits trial.
Meanwhile, Mansour Osanloo, leader of the Tehran bus workers, has languished in jail since July 2007.
Enough is enough.
The Iranian regime must now receive a loud and clear message from the international labour movement that we have not forgotten our sisters and brothers in Iran. Thousands of us must raise our voices.

The summer is not yet over, and already six workers have died of heat stroke in the fields of California. This is despite the existence of many and sundry laws that exist but are simply not enforced. Here's the latest story from the United Farm Workers, and their appeal for your solidarity.

Tell CA legislators it has to end. A 6th farm worker just died from probable heat related causes:

Maria de Jesus Alvarez, 63, mother of nine died on August 2. Maria had been picking table grapes for Anthony Vineyards and was employed through farm labor contractor Manuel Torres during the afternoon of July 15. She began feeling ill and went home. According to witnesses, she was working in a crew of 150 workers and they had no shade nor had they received training in heat stroke prevention and precautions as mandated by state law. According to weather.com, the high that day was 111 degrees.





After Maria's condition deteriorated, she was taken to a hospital on July 29. The doctor determined she was severely dehydrated and had suffered heat stroke. After being treated and admitted by two different hospitals, Maria died on Aug. 2.





Maria's death makes six farm workers deaths that are being or have been investigated because of heat-related causes since May. This brings to 15 the number of farm workers whose death have been investigated as heat-related since CA Governor Schwarzenegger took office.
These recent deaths make it clear the state does not have the capacity to protect farm workers. As California's summer sizzles we must do everything we can to ensure that no more farm workers fall victim to the heat because the laws written to protect them are not enforced. Speaker Emeritus Fabian Nunez has introduced secret ballot legislation which has moved out of the assembly and which is now in the state senate. The bill, "Secret Ballot Elections for Farm Workers", protects farm workers' right to a secret ballot election and will make it easier for farm workers to organize and enforce the laws that the state cannot enforce.

I am appalled to learn that another farm worker just died. Maria's death makes six farm workers deaths that are being or have been investigated because of heat-related causes since May. In 2006 the governor enacted California's first permanent heat regulations. Unfortunately the laws on the books are not the laws in the fields and farm workers keep on dying. Six farm workers who died of heat exposure since May and the 15th farm worker heat death since CA Governor Schwarzenegger took office. Here are their stories:







*Maria de Jesus Alvarez, 63, mother of nine died on August 2. Maria had been picking table grapes for Anthony Vineyards and was employed through farm labor contractor Manuel Torres during the afternoon of July 15. She began feeling ill and went home. *Jorge Herrera, 37, died working for a labor contractor at Vignolo Vineyards loading table grapes on August 31. He passed out July 10 and was taken to the hospital. His core body temperature was 108 degrees, the same as the high temperature reported that day by the National Weather Service.
*Ramiro Carrillo Rodriguez, 48, father of two, died in Selma, CA on July 10th after working all day for Sun Valley Packing in Reedley thru a farm labor contractor.
*Farm worker Abdon Felix Garcia, 42, father of three, died after spending the morning and early afternoon of July 9th working for Sunview Vineyards in Arvin. The coroner says Felix's core body temperature was measured at 108 degrees just 13 minutes before his death.
*Jose Macarena Hernandez, 64, died during a record-breaking heat wave on June 20 while harvesting butternut squash in Santa Maria on land owned by Sunrise Growers. He was buried on Friday.
*And then there was the heat death of 17 year-old Maria Isabel Vasquez Jimenez who died while laboring in the Stockton area grape vines.








When the governor came to Maria Isabel's funeral he promised to do everything possible to prevent this from happening again. But it is clear with these recent farm workers deaths that the state does not have the capacity to protect farm workers.








Unless and until we empower farm workers in the workplace farm workers will continue to die unnecessarily.

This Monday, August 18, more than 800 farm workers from throughout California want to go to Sacramento. They want the chance to tell the governor and their elected officials to support AB2386, "Secret Ballot Elections for Farmworkers" (D-Nunez) which has moved out of the assembly and which will be voted on that afternoon in the state senate.

I want to go to Sacramento and speak to the legislators. My niece Maria Isabel died because growers treat us like tools instead of like people. I spoke up and I was unjustly fired. This needs to change now. I don't want to see other families suffer like our family has. This bill can change farm workers' lives for the better. Please help us.

The reason for me to go to Sacramento is because I want changes in the working conditions at my job and the other companies. In the place where I work, Sun Pacific, we don't have shade and the drinking water is without ice until 9 am—though they know that by that hour it is already hot. There have been people have felt sick from the heat and the company people always ask if they feel bad because of something they ate...I feel there is no respect for the farm worker, even though many farm workers have died. The companies don't change their treatment towards the farm workers. That is why I am going to Sacramento. I have the hope that one day, we will be treated better.



Just to rent the buses and vans needed, will cost $26,570 and that does not cover the food and other supplies needed. We hope our internet supporters would contribute $5,510 towards this expense. This will cover the transportation costs of 140 workers at $39.36 per worker.

THE FALSE FACE OF STATE REPRESSION:

Olympics Opening Ceremony: The White Washing of State Repression:
I just watched some clips from the Olympic Opening Ceremonies. Definitely impressive and grand. But behind the hundreds of dancers wearing many of China's ethnic costumes is the mass state repression of these very ethnic groups represented. And we certainly cannot ignore the number of Han/Chinese workers displaced by the Olympics themselves and the attempt by Beijing to wall off working-class neighbourhoods considered an eye-sore* (yea! An eyesore as a result of your lack of concern for the interests of the working class). For who are these Olympics for? Certainly not the Chinese workers (whether Han or otherwise) as houses are torn down for 'green spaces' to promote a better image.

Today, I participated in a rally for Tibetan, Uighur, Burmese justice (there were also a number of Taiwanese protesters sporting Democratic Progressive Party shirts). I am a bit ashamed to have not heard of it before hand, but had just happened to cycle by. It was a decent action, with people chanting at the top of their lungs - though I did refrain from chanting Long Live Dala Lama (I support the Tibetan people not a theocratic 'leader').

I certainly attracted a few confused glances as one of the few Han Chinese amongst the crowd. At one point, a group of six or seven Tibetan protesters looked at me - as if I had something on my face or was seen as particularly good -looking; I am quite certain it was neither. And this is the problem, why are there so little Han people joining in opposition? The day before, I witnessed a large crowd of at least 200 Hans protesting against the repression of Falung Gong. We cannot pick and choose our injustices! We must oppose all forms of repression! This reminded me of a protest in Hong Kong against historical revisionism in Japanese textbooks on the topic of Japanese imperialism during WWII. Szeto Wah, a pro-democracy scholar in Hong Kong, came to the stage and expressed concern at the double standards held by the Chinese government: it's not ok for Japan to change history, but we are allowed to downplay if not outright censor the Tiananmen Square Massacre. He called on people to oppose both these injustices, to support the version of history held by oppressed people everywhere. As he was making this speech, I heard murmurs of confusions: "why is he talking about this here?", "what has this got to do with the protest?", "this is inappropriate!". Elements of the crowd began chanting pro-Chinese slogans to silence Szeto Wah, despite pleas from activists to hear Szeto Wah out. I was disgusted that day, and I am disgusted right now. We, as Han people, need to recognize that these struggles not only require cross-ethnic solidarity, but is a struggle faced by all of us. The repression of Tibetans, Uighurs, and other minority groups, are a part of the same processes displacing Han workers and widening the gap between the rich and the poor.

I have seen Tibetans stand side by side with the Burmese and the Uighurs. This is a plea for the Han-Chinese of Toronto, and indeed across the globe, to stand in solidarity with your brothers and sisters in Tibet, in Uighurstan, and in all places where repression is maintained.

I am obviously not a fan of Rosie Dimanno, who had written a number of classist (and not the good sorta classist) editorials, but journalists working for the mainstream press do a much better job criticizing foreign governments compared to their own, especially when it's in their interests to do so.

OCAP OPPOSES U.N. AWARD FOR CITY OF TORONTO PROGRAM:
The City of Toronto has a 'Streets to Homes' program that is supposedly designed to help the homeless but is actually more akin to some sort of "ethnic cleansing" designed to get the homeless out of visibility and offer them very little help. This program is amazingly in the running for an United Nations award during the upcoming World Habitat Day ceremonies. The Ontario Coalition Against Poverty (OCAP) has something to say about this. Dear B.S.H.F.,
We have learned that the 'Streets to Homes' Program operated by the City of Toronto has been entered and, indeed, is one of the finalists for your annual awards. This program may well be held up before the United Nations celebration of World Habitat Day as a model of "practical and innovative solutions to current housing needs and problems". Our organization has worked to challenge homelessness and the devastation of services to homeless people in Toronto and we are writing to urge you in the strongest possible terms to avoid legitimizing this City's ongoing attack on poor and homeless people.We say this because 'Streets to Homes' is a dishonest, pseudoprogressive component of and cover for this ugly agenda and it would be massively unfortunate for your body to assist in the deception.
The underlying context for the situation I will lay before you is a phenomenon of upscale urban redevelopment that, as an internationally focused body, you will be well familiar with. Capital is reinvesting in the central part of this City following an earlier process of "suburbanization". Commercial and high end residential development is sweeping into areas of the inner city where substantial homeless populations and low income neighbourhoods have been established. Low income housing stock is being lost and homeless people are being demonized and persecuted in the interests of this process. This is the economic and political backdrop to the '"innovative solution" called 'Streets to Homes' that you have already held up before the world and that you may hand a prestigious award to. Before you do, we want to provide you with a perspective that you would not have heard from City officials or politicians that speaks to the feelings of those who stand in the path of the redevelopment agenda. We want to deal with 'Streets to Homes' from two standpoints. Firstly, we will examine its glaring immediate shortcomings as a program that claims to be improving the lot of those it brings under its wing. Secondly, we are going to deal with the bigger question of the overall agenda of the City towards poor and homeless people and show the role of 'Streets to Homes' in facilitating this.
So, to start with a look at the immediate track record of the program on its own terms, you only have to scratch beneath the surface to immediately find factors that sound a note of caution. 'Streets to Homes' may be putting people into housing units but on what basis? The homeless population is, of course, concentrated in the central part of the City but we can see that close to 40% of those being put into units are finding themselves outside of that area. Indeed, this understates things because the available figures include the area of East York as part of the central area. This means that a definition of central Toronto has been adopted that understates the degree to which the program is pushing people from the actual core. To be placed, without living income, services and access to affordable transportation in outlying areas of the City is a recipe for isolation and inability to secure the necessities of life. This factor makes it less than surprising that, after the first seventeen months of operating this program, 94 out of 269 people had lost their first housing placement and fully11% of those placed had again become homeless or their whereabouts were unknown.
We must also ask ourselves what kind of housing are people being moved into? If the City had to show that it was housing people in units that could be deemed as adequate and dignified, it would have much less to shout about in terms of the "success" of 'Streets to Homes'. Many of the private sector units people are being placed in are of the poorest quality. In the case of placements in municipal housing units, the situation is something of a scandal. There are over 70,000 people on the waiting list for public housing in Toronto and many of them wait for over five years for a unit but 'Streets to Homes' is able to move homeless people into a Toronto Community Housing (TCH) unit if it is refused three times over by those on the waiting list. If a unit is rejected repeatedly by those who have waited years for rent geared to income housing, you can be sure it is woefully inadequate.
In the course of our advocacy work, our organization has visited TCH buildings and units that people have been dumped in that would shock anyone concerned with basic health and human dignity. We have seen people living in conditions of dilapidation and neglect in such units that are so extreme that their health, safety and social inclusion are more compromised than they would be in any homeless shelter.
If people are being housed without proper regard for location, ongoing support and any effective commitment to ensure the adequacy of their living conditions, this only reflects something fundamental about 'Streets to Homes'. It has been developed not as a solution in the lives of homeless people but as a "solution" to the problem of homelessness as it exists for those concerned with redevelopment and commercial activity in this City. The homeless are seen as a problem to extent that they are visible, especially in the central area. The intention is to remove them from view so that they are not sleeping on the streets or asking for change in areas where tourism and recreation find overt destitution an impediment to their business operations.That's why so many are being placed in units outside of the core and that's why anything that can be referred to as "housing" will do regardless of what it represents in the life of the person dumped in it. This brings us to important consideration of where 'Streets to Homes' fits into the overall agenda of the City around the homeless.
If this program were only a very shoddy and dishonest attempt to put some people into housing units, we would regard a high profile international award as ill deserved and laughable but our sense of outrage would still not be as great as it is. However, the most harmful element of 'Streets to Homes' lies in its use as a cover for a broader agenda to attack the homeless. While a process of dubious rehousing of some people proceeds, the City is closing beds within its shelter system and defunding the services that the homeless need to survive. The new religion of "housing the homeless" is utilized to hide the worsening crisis on the streets. Vital services for those who access shelters or must sleep outside are being curtailed and all complaints and concerns on this score are swept away by a chorus of ill deserved triumphalism. Yet, people are not able to access the overcrowded shelters. On the streets, they must deal with an escalating and ugly drive by the police to push them out that proceeds regardless of claims by the City that new, supportive approaches are being adopted to assist those who sleep outside or who panhandle to try and survive. Last year, Toronto police issued over 10,000 tickets to homeless people who were panhandling (a massive increase) and, as this is written, the City of Toronto is revealing a plan to crack down on poor people who collect and return empty bottles and discarded cans in order to try and survive.
That you have already made 'Streets to Homes' a finalist in your competition is desperately unfortunate. As a program for housing people it could better be called "Streets to Slums". As a cover for an agenda of social exclusion in the service of upscale urban redevelopment, it is as dishonest as it is harmful. In this most wealthy City in one of the wealthiest countries on earth, the homeless are being swept from view. Should you reward and promote such an outrage, it will be a shame on your organization and on World Habitat Day that will cry out for public exposure. Please consider this letter and reject 'Streets to Homes' when you make your decision.

Pan-Canadian Day of Action for U.S. Iraq War Resisters

THE MAJORITY SUPPORT WAR RESISTERS
Since the historic vote in support of U.S. Iraq War Resisters on June 3rd in the House of Commons, the Harper government has chosen to ignore the will of Parliament and the majority of Canadians. Members of Parliament voted 137 to 110 in support of a motion to allow Iraq war resisters to stay.


An extensive Angus Reid national poll conducted after the June 3rd vote showed that over 64% of Canadians want our government to let Iraq war resisters stay. In every province and territory, a majority of Canadians want Harper’s minority government to let them stay.


Moreover, two separate Federal Court of Appeal rulings, for war resisters Joshua Key and Corey Glass, challenged decisions made at the Immigration and Refugee Board level. These historic legal victories only reinforce our arguments that resisters should be allowed to stay.


HARPER IGNORES MAJORITY; JAILS AND DEPORTS ROBIN LONG
In spite of this, war resister Robin Long from Nelson, B.C. was arrested by Canadian authorities in July. Robin was imprisoned in Canada, and physically assaulted while in a Canadian prison. The Canadian Border Services Agency, under Minister Stockwell Day, deported Robin to prison in the United States.


In her Federal Court decision that sent Robin Long back to the United States, Judge McTavish claimed that Robin Long would not face “irreparable harm.” However, Robin currently sits in an American prison, facing a court martial and a potential sentence of 3 years in military prison plus a felony conviction that will last his whole life.


The Harper government ignored the will of Canadians and Parliament by sending Robin back to the U.S. to imprisonment and punishment for opposing and speaking out against the Iraq war.


In response to this blatant disregard for the elected Parliament and the will of Canada’s majority, the War Resisters Support Campaign is calling for a Pan-Canadian and international day of action in support of Iraq war resisters in Canada.
TIME TO ORGANIZE AND ACT
Parliament begins a new session on September 15th. A federal election is also on the horizon. It’s time for our Campaign to show the grass roots support across Canada for Iraq war resisters and renew our call for Harper to implement the June 3rd motion and stop the deportations now.


Across Canada, actions will be taking place in small towns and cities to show the breadth of support for Iraq war resisters.


On Saturday, September 13th, we need supporters to:
- organize a local picket at the office of your M.P., especially if they are Conservative;
- demonstrate outside a federal government building;
- encourage supporters to call their M.P. and write letters to the editor of the local paper;
- show the media and politicians that there is a grassroots majority movement across Canada that wants to let war resisters stay here!

Linchpin is the journal of the Ontario Common Cause organization, an up and coming platformist group that takes organizing seriously. Issue # 5 is now available for free distribution and as a pdf download at their website. This issue is reduced in size, 4 pages rather than 8, something that may be more appropriate for an increased publication schedule- which is what I hope this means. There is also a much better use of colour photographs in this issue, a move that brightens up the look of the paper considerably. The articles this time around...

ANTI-POLICE RIOT IN MONTREAL:


What happened in Montréal-Nord last Saturday night is a matter of some dispute. Police claim that up to 20 youths surrounded a pair of officers and charged them when they attempted to arrest a local youth Fredy Villenueva. One (or more ?) of the officers discharged their guns, killing Villenueva and seriously injuring two others. Reports have differed as to which of the officers shot first. Other eyewitness reports have said that there were far fewer people involved in the original confrontation with the police, perhaps about 6. The investigation of the incident is now in the hands of the Sûreté Du Québec, the provincial police force, and things may or may not be clarified in the future.








What is not in doubt is what happened the other evening, as a demonstration protesting what many residents of Montréal-Nord feel is racial profiling on the part of the police turned into a full fledged riot as police and local youths played a cat and mouse game through the streets of the neighbourhood, with the youths having the home field advantage. In the end one police officer was shot, about 20 stores were looted and several city vehicles, both police and otherwise were burnt. Hundreds of police were dispatched to the neighbourhood to attempt to control the riot.








In the wake of these events numerous and sundry government officials in Québec, from the mayor of Montréal to Sylvie Roy, public security critic for the opposition Action democratique du Québec , jumped on a "law and order" bandwagon, saying that "this sort of thing will not be tolerated". The government of the province and the spokesmen for the Montréal police appeared to take a softer line, saying that the original shooting will "be investigated", appealing for calm, and saying that the Montreal police force is "trying" to improve its relations with minority communities. The police, however, had to throw in the old canard about "outside agitators" ie "criminals who came from outside of the community" to participate in the riot. Yup, there were indeed lots of "outsiders" fighting in the streets of Montréal-Nord yesterday evening, and the vast majority of them wore City of Montréal uniforms.





A TALE OF TWO CITIES:


Montréal-Nord is an impoverished(in parts) community of about 84,000 people with a street gang problem, though hardly of the magnitude of cities out here in the west of Canada. About 25% of the area's population are immigrants (larger than that of the poorer West End of Winnipeg, but perhaps comparable to some more affluent areas of this city where Filipinos and South Asians settle), and about 15% are black and 3.5% latino. The first thing that strikes me on reading such numbers is how small they seem compared to some of Winnipeg's neighbourhoods which are far more than 15% aboriginal.








The comparison is especially apt as two aboriginal men have been killed by police here in Winnipeg, two in as many weeks. One by taser and one by gunshot. One of the deceased was the nephew of J.J. Harper, an innocent aboriginal man who was gunned down many years ago and whose death led to a major inquiry into police/aboriginal relations in this city. Most of the recommendations of that inquiry remain unimplemented over a decade after it delivered its report.








There is certainly a lot of bitterness amongst aboriginals in this city over the two recent deaths, but the whole idea of "rioting" is pretty well a non-starter here. For one thing the victims here in Winnipeg were nowhere near as clearly innocent of any crime as the victim in Montréal. But the contrast goes deeper than that. Montréal has what one might term "a culture of riot". That city may account for a clear majority of the riots in the whole of Canada that have occurred over the past few decades. Very few of these were racially based. In the last year alone a demonstration against police brutality ended in a riot in March when the police did exactly what they were accused of and attacked. In April we had the latest (of several ?) "hockey riots" after the Canadiens beat the Boston Bruins in the NFL semi-final. What would have happened if they had lost ?








There are undoubtedly many reasons for this. People are far more "concentrated" in Montréal than out here.I personally don't like the "cramped" feeling, but this has its good points. It means that Montréal has a far more vibrant "street life" than a city like Winnipeg does. This, in turn, means that Montréal is a far safer city than any in western Canada. Too many eyes on the street. If a population is concentrated it not only looks after itself but is also much more likely to "fight back" when it feels it is threatened, as many minorities in Montréal feel they are by the police. As well, Québec culture, in general and not just its minorities, is far less "deferent to authority" than that of the rest of Canada(and North America).The minorities take their cue from the majority. This is what makes that province perhaps the most interesting place on the continent. To a large extent the aboriginal population here in the west have yet to develop the idea of "fighting back" in a collective sense outside of the Rez. Not that such fighting back hasn't been growing,and not that it isn't fully justified, but it is far too much a individualist manner, often self-destructive, in which such fighting back occurs.

Here are a couple of perspectives that won't appear in your daily newspapers, both translations from platformist comrades in the province of Québec. Montreal North: Fire and Blood:


Montreal-Nord has been the site of violent clashes between police and many young people in the neighbourhood last night, the day after the murder of a district youth, 18 years of age, by a police officer.








Friday evening, Dany Villanueva was playing dice with some friends in a local park when he was stopped by a policeman patrolling nearby. After a few exchanges of insults, young people are probably too used to be harassed by the cops, the officer threw himself on Villanueva and began to punch him out. At this point, his brother and a friend Fredy interposed and try to restrain the officer. Reaction: four shot were fired at the youths, killing one person, Fredy Villanueva and two others were wounded.








While the police reported a veritable encirclement and weapons that the young people "possibly" had in their possession, many witnesses of the scene say that police were solely responsible for the incident and that the initial reaction that followed was totally disproportionate. Following the tragedy, no weapons were found on the youths. (Here in Winnipeg there is still some dispute about one of the killings as to whether the victim was armed with a knife or with a cellphone!!!!)








Twenty-four hours later, the anger erupts in the streets. A spontaneous demonstration turns to riot and police are deployed in force throughout the neighborhood. But this is not gratuitous violence: all the reports of the events (even the most reactionary) indicate that there is a widespread resentment against the police who expressed themselves the previous night.








"It is calm," police are crying today, of course. What they expect, this band of dangerous idiots ,that they can kill (once again) one of us with impunity and without consequences?

HORRIBLE DAY/TORRID NIGHT:
As everyone knows today, yesterday (10/08/08), in the North Terminal area (known by the police as Montréal Noir (Black Montreal), as they say Côtes des Négres instead of Côte des Neiges"(Black Coast rather than Snow Coast-Molly), a zealous cop lacking nuanced skill in his work has seen fit to fire on youths who were hanging out in the streets.
First lie: "there were about twenty who decided to attack our officers"-Said the spokesman for the SPVM(Montréal police-Molly).
