INTERNATIONAL ANARCHIST MOVEMENT-SERBIA:
STATEMENT OF THE ASI ON ARRESTS OF ITS MEMBERS:
Molly has given a brief report before on recent arrests of members of the Serbian Anarcho Syndicalist Initiative (ASI) on trumped up charges. The following is a statement of the ASI on these arrests transmitted via a rather convoluted process that may actually be both necessary and effective. The original source is a blog set up via a Greek site Squat.gr. Given the recent actions of the Greek government I don't know how wise this is, but I'm sure that there will be many others to stand in line (myself included) if charges are brought against the Greek site. ASI Solidarity is hosted on this site. The following came to Molly's attention via the Anarkismo website. They, in turn, sourced it from the Polish anarchist news service Centrum Informacji Anarchistycznej. As per my usual impolite fashion I have edited the following post for English grammar- as best I can. The Serbian ASI, by the way, is the Serbian branch of the anarchosyndicalist international, the IWA-AIT.
@@@@@@@@@@
Statement of Anarcho-Syndicalist Initiative on Arrests of their Members:

On September, 4th 2009 District Court in Belgrade decided that arrested members of ASI will be held for thirty days in detention. Our comrades are accused of an act of international terrorism.

The Union Confederation “Anarcho-syndicalist Initiative” found out about the attack on the Greek embassy, and of the organisation that took the responsibility for this act, through the media.

We used this opportunity to remind the public once again that these methods of individual political struggle are not the methods of anarcho-syndicalism, quite the contrary – we proclaim our political positions publicly and through our work we seek to bring the masses to the syndicalist movement and all the libertarian and progressive organisations.

Wanting to brutally suppress its fiercest critics the state, through its mechanisms of repression, acted with banal logic and identifies as suspects those who explicitly stated their libertarian beliefs, and by their imprisonment ends the case and gives a false picture of its efficiency to the public.(a very important point. If you can't get the perpetrators as least get scapegoats-Molly )

The unscrupulous actions of regime’s organs can be observed from the first moments of arrest, unlawful searches of their apartments, intimidation of their families to the extreme charges of international terrorism.

Given the fact that we do not support the acts of now famous anarchist group “Crni Ilija” (Black Sun) we still cannot characterise what happened as “international terrorism”, because terrorism, by definition, entails threats to the lives of civilians, whereas in this case no one was even hurt and only symbolic material damage was done.

It is clear that this state produced farce is just one way of intimidating anyone who decides to point out the injustice and hopelessness of contemporary society.

In times of general social numbness individuals reach for the most unbelievable, sometimes even self-destructive, actions in order to break through the media blockade and to put their case in the centre of attention – let us remember the workers who cut off and ate their own fingers, or, for example, the unlucky, distressed man who threatened to activate a hand grenade in the building of the Presidency of Serbia – that is, trying to shed some light on their problems in a broader social space.

Lets not allow them to persuade us that one symbolic act of solidarity, even if expressed in a certainly bad manner, together with any other act of rebellion of those who are left with no rights should be treated as an antisocial act and an act of terrorism.

We express solidarity with the arrested comrades and their families and demand the truth about this case!
FREEDOM FOR ANARCHO-SYNDICALISTS!

MOLLY NOTES:
The exact "offense" with which the members of the ASI are charged is really one of doing nothing but reporting an act of vandalism without saying that the vandals might actually have something to complain about. From the point of view of the Serbian state it did not matter that the ASI explicitly condemned the tactics of the vandals. As in many other states across the world the government is only satisfied with total agreement with their own way of describing the motives of either "terrorists" or even minor vandals. The apotheosis of this was the insistence of the US government that terrorist attacks on the USA were because "they hate us for our freedoms". This, of course, is silly, but it was (and is) believed by a large segment of the American population who cannot understand how bombing people gets them pissed off.

What the ASI was charged with was something that I have certainly done many times on this blog-despite my determination to not give any publicity to the nutters in the USA who have identity crises and think they can solve them via vandalism-ie report an incident, decry the tactics used but remind the reader that there are real social issues behind the "incident". I've done this over and over, and other rational leftists-anarchist and otherwise- have done it to the tune of millions of times over the years. Others, not even leftist, have also committed this "crime" to the tune of tens of millions". It's what is called reality outside of the ambitions of a state to give only its own point of view. If for no other reason the comrades of the ASI deserve everyone's support because they are simply telling the truth.

FURTHER IMPORTANT NOTE:
The ASI Solidarity site has published a caution fregarding possible solidarity actions. Due to the present legal situation of the imprisoned comrades it is wise that others refrain from actions other than publishing the ASI statement for the moment.

INTERNATIONAL LABOUR-POLAND:
POLISH WORKERS VERSUS NESTLÉ:
The following article is from the Polish anarchist news site Centrum Informacji Anarchistycznej. It's particularly apt as the trial for unfair dismissal mentioned below began last Monday. A few notes are in order. The Polish Union of Syndicalists is an anarcho-syndicalist union federation affiliated with the AIT-IWA, the anarcho-syndicalist international. There is another anarcho-syndicalist union in Poland, less active (I believe) and not affiliated with the AIt, the Workers' Initiative. In Poland, like most of Europe and unlike here in North America there are often several unions represented at any one workplace.
The Nestlé Corporation, the largest food company in the world, has a particularly long rap sheet. It is the subject of the longest running boycott operating today. Since 1977 it has been subject to a boycott because of its promotion of infant formula over breast feeding. This action is presently coordinated by the International Nestlé Boycott Committee, and their secretariat is the British International Baby Food Action Network. During the recent melamine in milk scandal in China the Nestlé company was implicated (see Molly's Blog Sept. 25, Sept 26, Sept 28 and Oct 1 of this year). During last year's melamine in pet food events Nestlé, under the Nestlé-Purina label was also involved (See Molly`s Blog March 24 and April 19 2007).
The company has also been the target of other labour campaigns for its abuses of workers' rights. These include Russian workers (See Molly's Blog March 28, 2008 and June 9, 2008), and its operations in the Philippines. The later campaign is being found by the Filipino Union Federation the Kilusang Mayo Uno. All tolf a rather long record, and most of it isn't even described here. For further information consult Nestlé Watch.
.................................

Nestle attempts to break trade-unions in Alima Gerber in Poland:

In September this year, Jacek Kotula, the president of the workplace commission of the “Solidarity” trade-union in Alima Gerber S.A. in Rzeszow, Poland (currently owned by Nestle) has been dismissed on disciplinary grounds. This is one of many cases of contempt for workers’s rights by large corporations operating in Poland. It is not the first time that Nestle workers have to fight with Nestle in order to have their basic rights respected in various Nestle factories spread around the world. Russian workers are still in the process of struggling for the right to negotiate wages.

Below, we present an interview with Mr. Jacek, made by a member of the Union of Syndicalists of Poland (ZSP).

ZSP: The official reason given for your dismissal was a conversation you had with a Polish farmer, in which you informed him that Alima Gerber imports apples from Italy instead of buying it from the local farmers. In the opinion of the management, this conversation was detrimental to the interests of the company. Do you think it was the real reason why you got fired?
"Of course, this was just a pretext to get rid of me. The real reason was my activity and the activity of the workplace trade-union commission of “Solidarity” presided by me for 3 years. Let me just mention that since July 2008 our commission grew by 50% and our activity has expanded to Nestle in Warsaw. I have demanded wage raises of about 140 Euro monthly. Currently, a regular employee earns about 350 Euro after tax.

The employer was not interested in negotiations. I have also proposed to sign an agreement about combating stress-related problems. The management falsely claimed that there are no legal grounds to introduce such a program. I have also presented the facts related to the discrimination of our employees in comparison with another Nestle plant in Poland, where workers earn 50% more than the ones in Rzeszow, while performing similar work.

Since there was no reaction, I have sent a letter about the case to the United Nations. I have indicated the many illegal actions of the management of the factory, confirmed many times by the Work Inspectorate. I have asked the president of Nestle Poland to meet me regarding an important issue I have mentioned in writing. Each time, I was faced with a wall of indifference. In the end, they just got rid of me in the most brutal fashion - by way of a dismissal on disciplinary grounds.

The conversation with the president of the union of farmers of Alima Gerber which I had and the alleged encouragement to negotiate high prices for fruit and vegetables was only a sad pretext to get rid of me after 16 years of work there."

ZSP: How did your colleagues and union members react to the management's decision? Did the local commission act in your defence?
"The decision to dismiss me was a shock for everyone. My colleagues from the Solidarity union gathered signatures on a protest against my dismissal. Two thirds of the workforce signed the protest. The union commission, nor the work council, did accept my dismissal. Despite this, the employer knowingly broke the law by dismissing a union representative protected by the law. This is a clear violation of the worker's rights and the Labour Inspectorate in Rzeszow has initiated a proceeding against the management."

ZSP: How was the dismissal delivered to you?
"After I was informed about the intention to fire me and after I saw the September 5th letter asking the union to accept my dismissal, I felt very sick on psychosomatic grounds and I have spent a week being treated on the cardiology department. In the meantime, the management of Alima Gerber harassed my family several times. The saddest event occurred on September 13th, at 7 AM. Four of my children, aged from 7 to 13, were alone in the house, while my wife was working on a night shift. My children were woken up by the relentless bell ring. When my 12-year old son opened the door, the manager tried to give him the dismissal document.

My son did not want to accept anything from the manager. The manager demanded that an older son be called. But the older son refused to take anything and locked the door. The manager stood at the door until 9 AM, kept ringing and knocking the windows and door. The children were terrified and informed their parents by phone of what has happened. The youngest son kept crying and asking: "why do they want to put daddy in jail?"

After the manager left, the house was under observation until noon by a man in a red car, at about 50 m away from the house. Our neighbours informed us of this fact. After I left the hospital, I went to Bulgaria on September 16th, for a training organized by the European Trade Union Institute from Brussels. The training was earlier approved by the manager of the plant.

I was the only representative from Poland. At the Okecie airport in Warsaw, after luggage check-in, I saw the manager and the Human Resources director going after me. I was shocked to see them there. I ran to passport control and haven't seen them afterwards. After I returned from the training, I was not let into the plant. It was claimed that I was fired... at the airport!"

ZSP: How did the management portray this case to the employees? Were there any attempts to turn employees against you? If so, were those attempts successful?
"The management informed the employees that I am a criminal, because I have acted to the detriment of the company, allegedly advising the farmers to negotiate the highest possible prices for fruit. The management claimed that this was the reason for falling profits and that is why the employees cannot expect any significant raises. The workplace commission was also threatened that its members will have to participate in court hearings. Was this successful? I believe in some sense, yes."

ZSP: When will the trial begin?
"I have filed the case on September 25th in the Labour Court in Rzeszow. The first court hearing will take place on November 10th. I believe I will win, as I did 6 months earlier, when the employer illegally punished me for entering with a workplace security inspector on a night shift. I did nothing wrong. As a matter of fact, the inspector admitted that I acted in the interest of the plant by informing the president of the farmer's union that apples are being imported from Italy. No one can convince me that apples imported from Italy will be cheaper than the apples from near Rzeszow. Besides, the farmers are shareholders of the company. They are not competitors, but members of a family and the plant could not function without them."

ZSP: Dismissals of active union members are quite common in Poland. The political climate for union activity is quite bad. This year several union members have been dismissed in state owned and private companies. The employers seem to act with impunity. How to reverse this negative trend?
"We must highlight cases when the employers break the law. We need to show people the of meanness of some companies which knowingly break the law by firing protected union members. We also need to change the law in order to give real protection to the union activists who are on the front line of the struggle for workers rights. All unions must act together in this area."

ZSP: Temporary work is a common phenomenon. What kind of difficulties did you encounter while trying to fight for equal treatment of temporary workers employed by temp agencies and workers with permanent contracts?
"Our plant has been hiring temporary workers from the Impel agency for three years. These employees performed the exact same work as the permanent employees, for half the wages. They did not receive compensation for working in noisy conditions, their working clothes were not washed and they did not receive meals.

They were discriminated against, which is not allowed by the law on temporary work agencies. We have reported the issue to the management, but to no avail. Two years ago, we informed the Work Inspectorate about the case. The inspection revealed that our suspicions were right. The plant was forced to employ 70 of the temporary workers on permanent contracts, with the same wages as other Alima Gerber workers. A few of the workers filed suits against Impel for discrimination. Their lawyer estimated their losses to over 3300 Euro a year. The case is still pending."

ZSP: The international character of many corporations doing business in Poland allows for international actions of support in case workers rights are being broken. What are your experiences working with other organizations internationally?
"I have excellent experiences, especially with unions from the so-called "old" European Union. There seems to be quite a different union culture there. For example in 2006 I have written a complaint to the Swiss management about the extremely poor wages in our company. I have argued that an employee of our company cannot sustain himself, let alone his family on the wages he receives. We have received support from the European Confederation of Trade Unions in Brussels, from the IUF (International Union of Food workers) from Geneva, the European Worker’s Council and many unions in France, Spain, Italy and Switzerland. A journalist from Basler Zeitung has visited us to write a big feature about the case. Another newspaper, “Input” has written an article about the topic. The western media and organizations are the only real weapon of Polish unionists."

ZSP: Since you have lost your source of income, are you in need of material help? How can union members and people interested in worker's rights help you in your situation?
"I have not received wages since September 16th. I don’t receive any unemployment benefits, since I was fired on disciplinary grounds. Our family subsists on the income of my wife, who is a nurse. I have four children, who still are very much in shock after what happened to me. I have to return a credit from the Social Fund until October 15th. I am in the same situation as many ordinary workers in Alima Gerber, who can only afford some basic necessities despite years of hard work. I believe that the good will prevail. I ask people of good faith only for prayer."

ZSP: Thank you for the interview. We wish you success in your fight for reinstatement in the workplace!

KOSOVO:
NO WAR BETWEEN PEOPLE- NO PEACE BETWEEN CLASSES:
STATEMENT OF THE IWA/AIT SECRETARIAT:
The following is the recent statement of the IWA/AIT (the anarcho-syndicalist International) on the recent declaration of Kosovan independence. While Molly is, in no sense, a fan of the general line of the AIT she reproduces this here as an example of a principled statement of traditional anarchist principles for international solidarity and against nationalist delusions. Such uncompromising adherence to morality is the only hope the world has.
No war between people - No peace between classes!

The Kosovar ruling class, in service of US imperialism, has declared the creation of another state in the Balkans on February 17th. Several weeks after that act, and the events that followed it, we think that enough time has passed for us to try to be objective in our understanding of these events. ---- There is no doubt that behind this act of Kosovar bosses and politicians, despite what they are stating as their reasons, stands their wish to formalize and entrench positions from which they can exploit the Kosovo population in a more "independent" way. Every state, including the newly formed Kosovo one, has maintaining the system of capitalism by force as its ultimate reason for existence. A system in which a group of criminals is running the lives of the enslaved workers and peasants.
The large support given to Kosovo politicians and bosses by the citizens of Kosovo was because of the still fresh memories of the apartheid style of regime that Milosevic has pushed to its limits during his reign. Via his using the medieval Kosovo myth as an opiate for the people, Milosevic has, in a most brutal fashion, practiced politics in the interest of the ruling class in Serbia. With his nationalist politics turned against the Albanians, Milosevic was capable of diverting attention from rising social problems which started to seriously endanger socialist bureaucracy in ex SFRJ (Socialist Federal Republic of Yugoslavia). We remember his brutal fight against Albanian workers and students, his verbal diarrhea at Gazimestan (1), but also his crimes made against the Albanian civilians pushing them to the level of second grade citizens. Today, Serbian bosses and politicians wish to repeat that trick and to continue untouched to the end with their robbery and privatization, by making us all crazy with their infinite tales about Kosovo.
As in those days, today it is also not possible to underline enough the influence of the great powers in the events occurring in Kosovo and the Balkans. The most dominant capitalist force of today, the United States of America, in whose service Milosevic was for quite some time, and which, together with its allies, has even called him once the "factor of peace and stability in the Balkans", has found in the Kosovo ruling class servants on which it can, obviously, rely much more. And while Albanian politicians are enraging people with the talks about leaving the claws of the Serbian state, they are in fact placing Albanian people in the bridle controlled by the western power-holders.
In that sense, it is not possible to question the NATO character of the new Kosovo state. From the documents, such as the plan of the UN Special Envoy at the Kosovo status process Martti Ahtisaari, which was backed up by the USA and EU, it's clear that the presence of NATO troops in Kosovo is one of the main preconditions for Kosovon "independence". Precisely in that context it is important to follow the development of the Kosovo state, which is becoming one of the most important satellites of the USA and EU in the Balkans.
When we are talking about conditions of life of different ethnic communities in Kosovo, it's not incorrect to say that the situation, when compared to the period before the 1999 bombing of Federal Republic of Yugoslavia, has turned upside-down; the horrible conditions of life for Serbs in Kosovo today, a population to whom it's not possible to move or live freely without military presence, children which are not able to go to school in peace, old people who are being beaten up by Albanian nationalists etc. all testify to the catastrophic life of non-Albanian population in Kosovo.
Those, objectively horrifying conditions of life for the Serbian people, are used in the most treacherous way by the Serbian bourgeoisie to pursue its own interests, so criminal institutions, such as the Serbian Orthodox Church, are using it to try to regain its medieval positions. Intentionally confusing interests of the endangered population with the interests of the Church, priests are very clearly, all over again - just like many times before in last twenty years of maintaining and supporting warmongering politics. Wimpy, pathetic, simulated grief, false concern and chauvinist-petite bourgeois pathos are felt all over the moves and statements of Serbian political parties and institutions of the Serbian state, and are crushing any illusions about their good intentions.
The Serbian bourgeoisie is working on dividing Kosovo by manipulating the horrible position in which the Serbian population of Kosovo finds itself, and it's directing them to renounce their loyalty to Albanians and tie them to the institutions of the Serbian state. That, without a doubt, means bad luck for all Serbian workers which are living outside north Kosovo, and especially for more than ten thousand Serbs in the Å trpce region which is located in the south of Kosovo, and which will, in that scenario, be sacrificed to the interests of the Serbian ruling class.
Kosovo today is a state in which more than 50% of the population is unemployed, and smuggling, foreign donations and help from the relatives living in other countries is the main mode of survival for the population. Time will show that the anger of the Kosovo workers, because of their horrible living conditions, will very soon turn against those same power-holders after a downplay of hysteria caused by the "independence" that has been won. That anger was directed by Albanian bosses and politicians against the Serbian state and it is temporarily pushed under the carpet by the promises of the better life in a new state. History will once again confirm that states have never solved, but only created problems for the working class.
Another important factor that has to be taken into consideration if we are to grasp the situation as whole is, without a doubt, the role of Russian imperialism. Defending its interests on the international level, the Russian federation has found in the Kosovo episode an ideal opportunity to stand up against USA-EU block, and to reinforce its positions in the Balkans. By taking into consideration the present constellation of power on the Serbian parliamentarian scene, it wouldn't be strange if the Medvedev-Putin team would achieve something that Stalin and Soviet imperialism didn't manage to do fifty years ago. The aggressive approach of Russian corporations in Serbia, buying off strategic companies such as the Oil industry of Serbia (Naftne industrije Srbije - NIS), the building of main gas-pipelines through Serbia as an answer to the gas-pipeline which is under the control of the west, clearly speak about Russian intentions. On the other hand, this confirms to us that there are very serious forces within the Serbian ruling class which are working for Russian interests, and which would rather see Serbia as a satellite of Russia than as a satellite of USA.
When talking about the proclamation of Kosovo state, the Serbian ruling class very often repeats the phrase about them "stealing 15% of our territory". We ask the question - What is "our territory"? To everyone with a clear head it's understandable that when politicians speak about "our territory" they speak of the territory from which the Serbian state can gather taxes from the workers, and then criminals in power place that money into their own pockets. For the working class there is no "our" or "their" territory. The whole world is our motherland. The reaction of the Serbian government to the proclamation of Kosovo "independence" consists of organizing protests against independence in Belgrade and other places in Serbia and, with the help of Neo-Nazi organizations, outside of it; as well as of infinite repetitions of phrases about the breaking of international justice, as if it wasn't clear to everybody that international justice, as any other bourgeois "justice", is just a facade of the system in which the justice is on the side of the stronger ones.
The protest against independence held in Belgrade on February 21st speaks best about the truth of all nationalism. Without a doubt the large gathering of people, in which more than 250.000 people took a part, was a gathering in which minor fascists groups felt quite comfortable. The best proof of that is the behavior of the members of the Obraza organization, characterized as clerico-fascist even by the police, which were in the first rows of the protest posing with their regalia. But, while causing sadness with the Serbian power-holders, that protest revealed one flame that is burning under the layers of nationalist rhetoric - that is the flame of social discontent which was manifested by thousands of impoverished people who used this unsuccessful and totally simulated remake of Gazimestan to engage in proletarian shopping on a large scale. True heroes of that protest headed to the shops in the center of Belgrade and, without taking notice of the nationality of the owners of the companies, managed to get new clothes, foot-ware and other things that are something that they can not usually afford. The government tried to diminish the number of people participating in the expropriations, to make false distinction between "robbers" who were stealing and "people" who were destroying embassies of the states which recognized Kosovo. Hysterical liberals started to foam, calling on the Law to react against the "hooligans". Among a huge amount of similar statements by Serbian politicians, the statement of the primitive clerical nationalist minister for infrastructure, Velimir Ilic, has stood out with an important message. By trying to gain points among the radical-chauvinist elements of the protest, those which participated in the protest to destroy the seats of "anti-Serbian" states, he said that "even breaking of windows is democracy". We hope that Serbia will progress in that direction, and that the workers of Serbia, losers in the transition, will start with the breaking of more windows and thus strengthening the democracy, when the social unrest and anger of the humiliated and exploited finally erupts.
The negative effects of these events in Serbia are already visible
ie the silencing of any voice which is questioning the politics that is waged against Kosovo in the interests of the Serbian ruling class, and the introduction of an informal Marshall Law which means police prohibition of all gatherings which are not under direct or indirect organization by the ruling structures. Those prohibitions are opening space for bourgeois liberal forces which are taking points on the account of the authoritarianism of the regime, portraying themselves as victims prosecuted because of their supposed progressive character.
The conflict of interests of the two current ruling parties, which in this situation are forced to take clear positions, brought the downfall of the government as expected. New elections are put forward as a solution for growing problems, and the vacuum that will last until the election of new MPs will be used so that the brutal capitalist politics against Serbian workers may continue, under a "technical government", which means raising of the prices of food, electricity, fuels and all other living needs. The element they are counting on is the election campaign, this time probably crazier and more abnormal than anything we have seen before, in which they hope to blur the vision of the workers. Once again we will become collective victims of imaginative designers in the service of political parties, which will try to sell us the story of Kosovo and the EU packed in different packages.
The thing that can be seen as an important positive result of this turbulence is the fact that a large segment of people stopped accepting the idea that there is no alternative to the EU and NATO. Even if it is clear that parties that today question the orientation towards NATO and EU do that in their own political interest, and these turns in their politics are largely relying on the reorientation towards Russia, that is still very important because it opens the space for thinking about alternatives to this system. In such a situation different alternatives to capitalism are gaining strength, and in that manner our movement can expect it's strengthening in the close future.
When taking into consideration that from the highest instances in the state messages are being transmitted which are not seeing violence as "extremist" behavior, Anarcho-syndicalist initiative calls workers in Serbia to use this opportunity, to radicalize the situation in their working places and use these obscure times for the betterment of their material conditions. The thing that is placed forward as a task for all revolutionaries in Serbia is the destruction of the last, simulated remains of nationalistic mythomania, and, in that way, the opening of the space for escalation of social conflicts.
At the same time, this is a chance to strike hard blows to the loudest supporters of liberal capitalism in Serbia, blows that will make it quite hard for them to stand up in the early future. This is a chance for the workers to loudly and clearly show what they think about institutions with destructive processes that have left hundreds of thousands of people without work and a means of survival.
At this time it is of utmost importance to create and strengthen the existing relations between libertarian workers in Serbia and Kosovo, as well as the whole Balkans, and, in that way, present a clear alternative to American and Russian imperialism. We will remind you that the only time people in the territory of ex-Yugoslavia managed to really unite was during the partisan antifascist movement, made up of individuals from all nations, which succeeded in taking down the nationalist power holders that were all working for foreign powers. Today there is a need for the creation of a clear anti-imperialist, anti-NATO and anti-Russian block on the Balkans, which will unite people of all satellite states, and crushing all exponents and agents of American, European and Russian interests. Equality and freedom of all can be only achieved in a society based on self-managed libertarian communism. The Balkan workers a confederation of free communes!
Only by organizing, in strong, revolutionary, non-hierarchical unions ready to wage a strong fight against bosses and politicians, can lead to the forming of such a block. By fighting in our work places for better conditions of life and work, by radicalizing the situation and raising the tension, we can create the basics of the movement that can achieve a society worthy of us as Human beings.
For Libertarian communism!
For Anarchy!

THE 23RD CONGRESS OF THE INTERNATIONAL WORKERS ASSOCIATION:
A LITTLE HEAT BUT PRECIOUS LITTLE LIGHT:
The 23rd Congress of the International Workers' Association (IWA-AIT) was held in Manchester, England last December. The Congress was hosted by Solidarity Federation, the British affiliate of the IWA. In the public press releases the present IWW secretariat, based in Norway, was pretty non-committal about the decisions that were actually taken at the Congress. The Secretariat was to be taken on by the Serbian Anarcho-Syndicalist Initiative, and the next Congress will be organized by the COB-AIT of Brazil in December of 2008.
Despite being the "official" International the AIT/IWA represents a small minority of active anarcho-syndicalists in the world today. To a large extent it is the creation of the Spanish CNT, and even in Spain the CNT is outnumbered by the CGT by at least an order of magnitude. In countries where the policies of the AIT have led to a split in anarcho-syndicalism, such as France and Italy, the "unofficial" anarcho-syndicalists also outnumber the official affiliates of the AIT.
The original split in Spain between the CNT and the CGT was over the issue of standing in "union elections", which the comrades of the CNT saw as "reformist". Similar splits in France led to the CNT-Vignoles becoming very much the public face of anarcho-syndicalism in that country while the purists of the CNT-AIT have been reduced to a propaganda group of only 100 to 200 members. The Italian USI-AIT also split over the same issue, but the remnant in the USI-AIT ended up participating in the "works councils" of that country anyways(1). Thus they are not in the same minoritarian position as the French purists are. In Spain the CGT has gone on to become the 3rd largest union in the country while the official CNT languishes with afew thousand members.
The REAL issues at stake in this latest Congress were not discussed in any public press releases. Anxious to avoid the loss of their Italian section the AIT avoided the question of the USI's participation in the councils, but this decision will undoubtedly come back to haunt them as it is the be-all and end-all of the whole split in international anarcho-syndicalism. The question of why the USI, which unlike the other sections of the AIT outside of Spain, actually functions as a real union, can "get away" with what others have been expelled for will come back.
The question of the German section, the FAU, and its planned participation in the upcoming I-07 conference in Paris, sponsored by the CNT-Vignoles of France was also "put off" with a reference to deciding whether they should be expelled at some future date. The question of the status of the American ex-affiliate, the Workers' Solidarity Federation(expelled in 2000), was also apparently on the agenda, but efforts by American comrades to gain access to the decisions concerning this matter have born little fruit to date.
Once more very little light. The larger Spanish CGT, along with the French CNT-Vignoles and the Swedish SAC, along with others, have begun a regroupment process in International Libertarian Solidarity and the European Federation of Alternative Syndicalism. The IWW tries to maintain friendly relations with both sides of this dispute, but they generally meet a much more fraternal response from the unions outside of the AIT.
This dispute is a sad reflexion on the present state of international anarcho-syndicalism. The purists, headed by the CNT, would be much more effective in debates within the growing anarchosyndicalist unions across the world. In their present state of isolation they cannot advance the cause of syndicalism at all, but they would be a much needed corrective to more opportunist tendencies in those organizations that have taken a more realistic approach.
For more on the 1979 split in Spain see the Wikipedia article on 'Anarchism in Spain' . The Congress and its "non-news" have been discussed extensively in the forums on Libcom and in the comments section of Anarkismo , often with little light being shed on what actually happened. Molly wonders if the actions of sending the Secretariat to Serbia and the date of the next Congress 2 years into the future and to the other side of the globe may be something of a "pulling a Marx" where the Spanish CNT would rather see the AIT destroyed than fall into the hands of its "competition". Marx did a similar thing when he maneuvered to transfer the First International to the USA rather than see his control of it challenged. This is, of course, just speculation, but it is something to think about.
MOLLY NOTES:
1)In Italy both of the two USI's claim the name of the AIT/IWA even though only the "official" one named above, also known as the USI PRATO-Carnico, has the approval of the AIT as a whole. The other USI, the USI-Roma, is present in many areas of Italy where the "officials" are absent, and vise versa. BOTH appear to be functioning unions, unlike most of the groups in the AIT outside of Spain. Should the "official" USI be expelled from the AIT there would be little to prevent a reunification with the other USI.

The use of the name "AIT" has not degenerated into the legal wrangling stage that the use of the name "CNT" did at the time of the CNT/CGT split some years ago. Not that such a course hasn't been suggested, but the Italians have demonstrated a little more sense in this regard.
