INTERNATIONAL POLITICS-EUROPE:

THE NEOCONOPTICON:
There's an interesting new report being published by the folks over at Statewatch, an European outfit dedicated to keeping a close eye on those who keep a close eye on the rest of us. The Neoconopticon details how much of the total surveillance state is already in place and how much more is yet to come. The title comes from Jeremy Bentham's 'Panopticon', a design for a "perfect prison" where there is total surveillance and control of all the inmates. It should be noted that Bentham was a liberal reformer. Like so much so-called "reform" the idea of total surveillance began as an idea beloved by the left for its sheer stupidity and later taken over by the right for its sheer viciousness. Far too much of statist politics lives out its life in a similar way. Here's the announcement from Statewatch.

Neoconopticon - the EU Security-Industrial Complex‏:
Major new report by Statewatch and the Transnational Institute:
NeoConOpticon - The EU Security-Industrial Complex by Ben Hayes (pdf):
"Despite the often benign intent behind collaborative European ‘research’ into integrated land, air, maritime, space and cyber-surveillance systems, the EU’s security and R&D policy is coalescing around a high-tech blueprint for a new kind of security. It envisages a future world of red zones and green zones; external borders controlled by military force and internally by a sprawling network of physical and virtual security checkpoints; public spaces, micro-states and ‘mega events’ policed by high-tech surveillance systems and rapid reaction forces;‘peacekeeping’ and ‘crisis management’ missions that make no operational distinction between the suburbs of Basra or the Banlieue; and the increasing integration of defence and national security functions at home and abroad.

It is not just a case of “sleepwalking into” or “waking up to” a “surveillance society”, as the UK’s Information Commissioner famously warned, it feels more like turning a blind eye to the start of a new kind of arms race, one in which all the weapons are pointing inwards. Welcome to the NeoConOpticon."

CANADIAN ANARCHIST MOVEMENT-VANCOUVER:
THEY SPY WITH THEIR LITTLE EYE...THE ANTI-OLYMPICS MOVEMENT:

The following is from the Olympics Resistance Network out BC way. Molly has blogged on this subject before, particularly on the case of the old war veteran who opposes the Olympics and who was visited by the secret police. Needless to say he loved the PR. It seems that the 'Joint Intelligence (Sic) Group' has been busy justifying its existence by extensive harassment of BC locals who are opposed to the 2010 Winter Olympics coming up early nest year. I say "justifying their existence" very advisedly. The people whom they have chosen to spy upon and harass would hardly be culpable of more than minor vandalism-in a police description-, even if their wildest dreams came true. Meanwhile, there is little (no ????) indication that they are paying any attention at all to the Abdul Al-Hazred Brigade(an in joke for HP Lovecraft fans) of Al Queda who plan to call the wrath of Cthulthu down on the festival in the service of jihad. But never mind that bogeyman. The Islamist fascists may or may not be interested. What is for sure is that the gangland wars over the drug trade will be continuing out Vancouver way when the athletes and tourists roll into town. A few smashed windows when police attempt to disperse an otherwise peaceful demonstration or an egg or two on a politician's shirt is actually quite minor. Let the tourists be caught in the crossfire as gangs a and b fight out their financial stakes in the drug trade on public streets...well that's a different matter. Even if no innocent bystanders are killed you can bet that the international coverage would be such that every peasant in Hunan and Eritrea would know all about it.

Can be say "misallocation of resources" ? But, anyways, here's the story.
@@@@@@@@@@
(Community notice and press release linked at: http://olympicresistance.net/) \
June 8, 2009, Coast Salish Territories (Vancouver) Community Notice: Targeting of Anti-Olympics Movement Approximately 15 VISU Joint Intelligence Group Visits in 48 hours.
Between the afternoon of June 3 till June 5, 2009, approximately 15 anti-Olympics activists were visited by Vancouver 2010 Integrated Security Unit (VISU) Joint Intelligence Group officers. Surprise visits by plain-clothes officers included home visits, work place visits, persistent phone calls, and intimidation of family members and neighbours. The patterns of visits reveal that VISU has clearly been spying on activists and making note of daily routines. In one case, an organizer was stopped on the road near the skytrain he uses daily on his way to work and followed into the packed station where VISU very publicly identified themselves and him. In some cases, the officers would not leave when activists refused to speak with them and demanded that they leave.
None of the activists approached agreed to these one on one "discussions"with VISU on Olympic security-related issues. Experience shows that such private meetings are not about dialogue, but are aimed at intimidation, controlling the visibility of protesters, and gathering intelligence on community activities.
Since 2007, police & intelligence agencies have targeted anti-2010 Olympics opposition as a ’security threat’ to the Games. This has included media articles based on reports from CSIS and police specifically mentioning Indigenous and other social movements in Vancouver. Police have publicly stated their need to increase surveillance of anti-2010 resistance. Beginning in 2008, CSIS and police also began attempts to recruit informants and gather information through interviews with people organizing anti-2010 resistance, or with people indirectly associated with our movement.
The Olympic Resistance Network denounces the continued harassment of activists and is preparing a legal letter to VISU to cease such intimidating visitations. These latest tactics are further evidence of the $ 1 billion surveillance and security apparatus, which sociologist David Lyon has dubbed “the Surveillance Games” with over 13,000 RCMP, military & other security personnel, as well as joint US-Canada military & North American Aerospace Defence Command operations.
We note that some of us and our allies are made more vulnerable by disability, lack of immigration status, prior records, and parenting or elder care responsibilities, or face greater repression as Indigenous defenders or criminalization for being poor. Rather than allowing the state to exploit our vulnerabilities or fears or allow isolation to overcome us, we strive to protect each other and build greater solidarities in the face of this ever increasing surveillance and intimidation.
Finally, we advise anybody contacted by police for an interview about their concerns regarding the Games that the best response is to just say “NO.” You are under no legal obligation to talk with either CSIS or the police (this also applies if you happen to be arrested and they want to talk to you then). Nor can CSIS or police enter your residence (unless they have a warrant) or detain you (unless you are under arrest).
Security agencies cast a wide net when collecting intelligence. Often times it is because someone is active in the particular movement being targeted, but not always. It includes situations where it is believed that divisions may be exploited (between individuals/groups), to discourage people from becoming more active (intimidation), or when a person has a close relationship with the target of surveillance (including family). Sometimes, agents have no idea how a person might respond to an interview request and take a chance they’ll co-operate.
Some people think it might be fun or “interesting” to meet with CSIS or police, to play ‘Spy Vs.Spy’. This is a bad idea. Intelligence agents are trained in interrogation techniques and often have large amounts of intelligence at their disposal based on extensive surveillance. Not only are these agencies seeking info to certain ‘criminal acts’, they are also gathering psychological profiles of people. When it comes to dealing with state intelligence and police agencies, where information provided could target individuals or groups for repression, this is a dangerous game to play.
For these reasons, it’s a good idea to say NO and contact others and let them know if you’ve been approached by either police or intelligence agents. Please contact the Olympic Resistance Network with this information about details of the incidents, any comments made by the agent/officer(s), the agents/officers names and contact information (you can ask for a business card), and if possible, a photo of the agent/officer(s).
To contact the Olympic Resistance Network please email olympicresistance@riseup.net . We are happy to meet in person and your privacy and wishes will be respected.
In solidarity and struggle,
Olympic Resistance Network

MOLLY NOTES:
Well I guess that Molly is gonna become the Queen of advise that will never be taken. I really have no expectations that the security apparatus will take my advise to pursue targets other than the lefties that oppose the Games, targets that have much greater potential to give the whole affair a black eye. Never mind that their asses are on the line, and if things screw up royally via either the jihadists or the ordinary criminals that their concentration on the lefties will be held up to public contempt. One wonders how they'll like their new postings in Cambridge Bay and Eureka ? Nope, they gotta do their busy work. I'm sure that there are police officers who see the sense of what I am saying, but they are King Canutes in the face of the bureaucratic imperatives of their organizations.
But then there is "my own side". I also doubt that the following advise would ever be taken. First of all, nothing, I repeat NOTHING, that will be done in protest against the 2010 Olympics will actually stop the games. The actions will, no doubt, be described as "direct action", but that is a grievous misnomer. The phrase "direct action" doesn't refer to simple militance. Often it is the precise opposite. What it refers to is undertaking action without mediation, political or otherwise, that actually has at least the ghost of a chance of succeeding. When anarchists set up an Infoshop THAT is "direct action". When they engage in street theatre, no matter how gung-ho, THAT is one of three things...petition (with a brick rather than a ballot), publicity or protest (thePPPs). It has NO direct effect on the situation in question, unless, of course, it has that ghost of a chance.
Be that as it may, what would I suggest ? The first thing to note is that the police/protesters game is an accumulating positive feedback circle. The police move in their (irrational) attempts to spy on and intimidate the protesters. The protesters respond with paranoia. The police respond with increasing suspicion and surveillance. The protesters get more paranoid. And so on and so forth. Each side gets certain benefits from this. The police get justification of their actions, and not incidentally more funding. The protesters get an illusion of the significance of their actions. The two partners in the dance feed off each other.
So what do I propose instead for 'my side' ? First of all accept the reality of what you are doing. You will not stop the games. Accept that what you are trying to do is educate the public(publicity) and (I hope) nothing more, especially the doomed "petition" idea that depends upon the idea that politicians actually have a "conscience" that is not tied with an umbilical cord to public opinion polls. I would also suggest that the idea of "protest" should be modified and seen only in the light of "publicity". There are many ways to express your personal disgust with a given initiative such as the Winter Olympics. I would suggest taking a page from previous campaigns of civil disobedience in North America, whether for civil rights or against war. Any protest using non-violent civil disobedience will register your opposition just as thoroughly as playing at riot will.
So...here's the choice you have. You can accept the fact that the effectiveness of your protest will be limited or you can live in a world of fantasy that you are actually a match for the state. If you chose the former you can either play some game of existential purity, fight the cops and lose. Or...you can see that your actions are meant to influence people outside of your own social group. In the latter case you can decide between presenting an image of futile violent protest or one of (perhaps equally futile) non-violent resistance with all its consequences. You have a choice between being seen as being "out-of-control rioters" who fail or "noble idealists" who also fail. Looking at it from the "publicity" point of view the choice should be obvious.
Looking at it from that perspective the advise that the Olympic Resistance Network gives for individuals is obviously true. Playing patty-cake down at the police station is meant for people who are over 65 years of age and who have been politically active for 45 of them, and, most importantly, have absolutely no other way to waste their time, including bathroom breaks and taking a nap. But, for the organization, why not issue "police press" tickets to any agent who any individual encounters. Such a ticket would entitle the holder to a hassle free seat at any public educational event that the movement might put on, preferably at least four hours long and infinitely boring. Any supporters would be issued a booklet of such tickets, with the appropriate information on them that they are "cordially invited" to attend such information meetings and that this is the proper response to their attempts to question.
Yeah, I know that this is a little "different", but if you are looking for PR it might be a way to go. How about making the tickets into badges that could be worn at the events ? If there was a cover charge the holders of the badges could be exempted. Yes, very different, but it breaks up the ritual and is worth considering. Like I said, however, I'm the Queen of advise that will never be taken.

CANADIAN ANARCHIST MOVEMENT-HAMILTON:
POLICE KEEPING A BEADY EYE ON THE HAMILTON ANARCHIST BOOKFAIR:
This one probably falls under the "unintentional comedy" heading. Here, from the website of the Ontario platformist organization Linchpin is their response to a recently released Hamilton police report. There is much more on this subject over at the Ontario section of the Anarchist Black Cat discussion board(see our Links section).

Now there is a lot to be said about anarchist bookfairs, some good and some bad. At least here in Canada the descriptive adjective would mostly be good. Down USA way, which actually has a far higher population of loons than we do of our national bird up here, the worst insult that could be directed -to a minority of the events- would be weird. But a "hate crimes" connection ? You gotta be kidding. No doubt occasional nutters of the fascist persuasion to sometimes try and exploit the overgrown tolerance of anarchists, but they are pretty well always rapidly shown the door, often in a less than gentle fashion. In any case they are inevitably outnumbered by about 50 to one by other people with strange hobby horses. Be an anarchist for say 10 years, and it is doubtful that you would meet any fascist trying to fish in the anarchist pool. Be an anarchist for one months, however, and you will inevitably meet several bizarros who want to "abolish civilization", amongst other strange ideas. That God that they don't constitute the majority.

The police report actually has all the earmarks of a police "anti-hate" project that has too little to do in the city of Hamilton. Ah, the Devil and idle hands. One gets a picture of some guy behind a desk waiting for months on end for a bit of graffiti on a wall or a knocked down tombstone. Waiting and waiting and waiting. In order to avoid their activities being seen as useless (with the frightening prospect of being assigned back to patrol duty in mind) this collection of officers has tried to assume everything that used to be the province of the 'Red Squad' under their aegis. Who knows maybe Red Squads have been deemed to be a piece of bad PR, and it may become a trend to rename them as "anti-hate" divisions while forgetting about what "hate crimes" are actually supposed to be.

Yup, some of my "comrades" can be right strange, but this little "learned report" from the Hamilton police shows that such weirdness can be exceeded by others. On to Linchpin's comments.

FOR IMMEDIATE RELEASE:
Anarchists call Police report comparing activism to hate crime "chilling":
HAMILTON- Local members of the provincial anarchist organization Common Cause fear Hamilton police are seeking to criminalize local organizers after a Hamilton police report identified the 2nd annual Hamilton Anarchist Book Fair as a potential source of hate crime.

While presenting the Year-End Hate Crime report (available online)to the Hamilton Police Board on May 19, acting sergeant Michael Gochstated police would be “actively monitoring” the book fair scheduled to take place on June 6.

Alex Diceanu, Ontario Treasurer of Common Cause responded, "As the organizers of the annual book fair, and as local anarchists and activists, Common Cause is deeply disturbed by these statements.

"This is a manipulation of hate crime laws to criminalize activism. At this time of economic and environmental crisis, alongside increasing political disengagement, activism and educational events such as the book fair should be encouraged, not chilled with surveillance."

The report also identifies the 2010 G8 summit (Huntsville, ON), the 2010 Olympics, “local native land reclamation issues”, “the anarchist movement” and “anti-government and anti-establishment reaction of economic crisis and job losses” as trends and events that “may have significant impacts and repercussions on the Hamilton community in terms of hate/bias related incidents.”

For the first time the report also includes incidents of graffiti aimed at police even though this contradicts the report's own definition of a hate crime.

Diceanu commented, "We are concerned that public resources meant to investigate hate crimes are being focused upon people trying to improve this community."

The Hamilton Anarchist Book Fair is not a threat to the community.

It is open to the public and family-friendly, featuring free child care and a kid's workshop.
Over 300 people attended last year's book fair. Activists will gather again this year to exchange literature and other forms of information.

Workshops at the book fair attempt to address issues faced by marginalized groups named in hate crimes legislation, including indigenous peoples, racialized groups, people facing disability barriers and others. Other workshops address the economic crisis, environmental justice and workplace organizing.

"Common Cause's Basic Policy states clearly that, and I quote, 'we actively oppose all manifestations of oppression such as racism, sexism, [religious] sectarianism and homophobia and we struggle against them.'

Indeed, anarchists have always sought to understand and end all forms of oppression in our struggle to create a world marked by true equality, freedom, peace, and harmony with the natural environment" says Diceanu

CANADIAN POLITICS:
POLITICAL "INTELLIGENCE" -THE RCMP SPIED ON RITA MACNEIL:

Have a look at the sweet and jolly person to the left. Can you think of anyone less likely to be involved in a "conspiracy against national security". Well, probably not, even though Rita MacNeil has been a long standing holder of left wing view. It was, however, her early feminist views, before she became an established singer, that drew the attention of Canada's spooks. Yup, that's the Rita who wrote such hits as 'Flying on Your Own', 'Born a Woman','Working Man' and 'She's Called Nova Scotia'. Since 1986 Rita has operated a tearoom!!! in her home island of Cape Breton. This is obviously a hotbed of subversion. Here's an item from the Canadian Press, dutifully reproduced at the Autonomy and Solidarity site, and, once more dutifully reproduced here at Molly's Blog. Read the following for its comic effect if nothing else. To see more about Rita, see the lyrics of her songs and download her music see her official site.
.........................

The RCMP Spied on Early Feminist Organizing:
Rita MacNeil, who went on to become a popular singer, was named in an RCMP document on a 1972 feminist gathering, Feminist singer of 'women's lib songs,' among dozens under scrutiny in early '70s.

Jim Bronskill, The Canadian Press, August 5, 2008
OTTAWA–RCMP spies infiltrated the women's movement in the early 1970s, monitoring marches and rallies to keep an eye on feminists including Rita MacNeil, who would become a much-admired Maritime songstress.

An undercover source reporting on a March 1972 gathering of women's liberation groups in Winnipeg compiled biographical sketches of several delegates, noting MacNeil was in attendance from the Toronto Women's Caucus.

"She's the one who composes and sings women's lib songs," says the RCMP memo, portions of which remain secret.

MacNeil, who lent her musical talents to the feminist cause before turning to music full-time, was among dozens of women from across the country who came under Mountie scrutiny, new research reveals.

The entertainer was not immediately available for comment, nor was her manager.

Historians Steve Hewitt, a Canadian lecturer at the University of Birmingham in England, and Christabelle Sethna, of the University of Ottawa, sifted through hundreds of pages of declassified files detailing the RCMP Security Service's interest in women's groups that began flowering in the late 1960s.

Hewitt, a long-time chronicler of RCMP intelligence efforts, and Sethna, who specializes in women's studies, married their respective academic interests in jointly delving into the little-explored subject.

They have collaborated on three papers describing a strange collision of worlds in which the highly regimented and male-dominated RCMP security branch struggled to understand a new generation of women who shunned traditional female roles to agitate for equal pay, sex education in schools and access to abortion.

It has long been known that the now-defunct Security Service spied on a vast array of groups – from trade unionists to student associations – during the Cold War with the aim of gauging the potential threat from left-wing subversives, possibly linked to hostile foreign powers.

The force opened the file "Women's Liberation Groups – Canada" on May 13, 1969.

The Mounties pored over pamphlets, position papers, announcements and meeting minutes. They also relied on informants – females by necessity at closed-door meetings, but either male or female spies at open sessions.

Founded in May 1970, the Toronto Women's Caucus, and its office on Adelaide St. W., was controversial from its inception.

The RCMP amassed thousands of pages worth of surveillance records on groups like the women's caucus, Sethna told the Star's Brett Popplewell yesterday.

"There were three ways they were spying," she said.

"One would be on the ground taking photographs and noting down names, (another) was through informants and the other way was through open sources like the newspapers" that were reporting on the groups' actions.

The Star's archives refer to the Women's Caucus as "a militant women's liberation group," after it became vocal in the media during the 1971 census when it protested that men were registered as the heads of households.

In March 1971, the Star reported two of the caucus's founding members quit the group, alleging "a male-oriented radical socialist movement" of Trotskyites (love that good OLD Trot entrism-Molly)had taken over the women's group.

Sethna said the Toronto Women's Caucus along with other Toronto-based groups like the New Feminists lasted just a short time in the 1970s and then disbanded.

While the Mounties recognized the various feminist groups were out to "stop so-called exploitation of women," as one officer put it, the force was much more concerned about the apparent infiltration of the movement by avowed Communist interests.

"They were more interested in the political angles and whether these were leftists that were involved in these groups," said Hewitt, author of Spying 101, about RCMP surveillance of Canadian university campuses over the decades.

"And meanwhile there's this really dramatic social change going on almost right under the noses of the police."

The memo on the Winnipeg conference describes one session as "consisting of about one hundred sweating uncombed women standing around in the middle of the floor with their arms around each other crying sisterhood and dancing."

Women's groups emerging from the New Left rejected standard notions of leadership as elitist, turned public protest into playful performances, took issue with capitalism and dismissed conformist ideas of middle-class femininity, the authors note.

The Mounties, used to keeping tabs on organizations run by men, didn't know quite what to make of the long-haired women in scruffy blue jeans.

"They were at a loss to understand their strategies, their goals, their tactics," said Sethna.

Rita's Songs

Here's a couple of items, lyrics to some of Rita's songs. The first is a tribute to the Cape Breton Island coal miners.

Working Man

Chorus

It’s a working man l am

And I’ve been down under ground

And I swear to God if l ever see the sun

Or for any length of time I can hold it in my mind

I never again will go down under ground

****
At the age of sixteen years

Oh he quarrels with his peers

Who vowed they’d never see another one

In the dark recess of the mines

Where you age before your time

And the coal dust has heavy on your lungs
Chorus
At the age of sixty-four

Oh hell greet you at the door

And hell gently lead you by the arm

Through the dark recess of the mines

Oh hell take you back in time

And hell tell you of the hardships that were had
Chorus(Repeat Chorus)(Repeat Chorus)
God I never again will go down under ground
***************
FLYING ON YOUR OWN:

Here's another one with a bit more of a feminist bent. Take notes CSIS. Go to the Rita MacNeil site mentioned above for all the lyrics of all her songs.

You were never more strong girl

You were never more alone

Once there was two,

now there's Just you

You're flying on your own

You were never more happy girl

You were never oh so blue

Once heartaches begin Nobody wins

You're flying on your own

Chorus:

And when you know the wings you ride

Can keep you in the sky

There isn't anyone holding back you

First you stumble, then you fall

You reach out and you fly

There isn't anything that you can't do

You were never more wise girl

You were never more a fool

Once you break through

It's all up to you

You're flying on your own

You were never more together

You were never more apart

Once pieces of you

were all that You knew

You're flying on your own

Chorus

Repeat Chorus
