CANADIAN POLITICS:

ONTARIO PREMIER'S SPEECH DISRUPTED:

What does a politician have to endure these days ? Just for the simple act of bragging in front of one's numerous rich friends about the devious ways that he plans to increase their (and his own) incomes by offloading hard times onto the poor. Poor Dalton McGuinty found out today as he addressed the opulent gathering of the Canadian Club, a social club for our so-called elites. The world outside came to visit the world of foie-gras and 30 year old Scotch in the personages of protesters from Under Pressure, an Ottawa anti-poverty group.

Here's the statement of Under Pressure, presented by the Ontario Coalition Against Poverty.

"Dear Rich People-We’re Coming For You!"

Under Pressure’s Statement On Today’s Disruption of McGuinty’s Speech‏
Dear Rich People- We’re Coming For You! Under Pressure’s Statement On Today’s Disruption of McGuinty’s Speech

On Thursday, February 09, 2012, in the fancy Ballroom of Ottawa’s Chateau Laurier, Ontario Premier Dalton McGuinty addressed members of the Canadian Club, a social club for Ottawa’s wealthy elite. Disgustingly, the Premier was there to promise the gathered rich people a ‘relentless’ attack on Ontario’s deficit, which we all know means a ‘relentless’ attack on workers and poor people.

Rather than letting McGuinty get a free pass to spew more nonsense, Under Pressure, an Ottawa-based anti-poverty group, joined with community allies to disrupt his speech. The group of 10 activists attempted to storm the Chateau Laurier Ballroom while McGuinty was speaking. Four members were able to enter the Ballroom and loudly express their anger before being removed by security and the RCMP.

The rest of us raised hell just outside the room. Much banging on doors, chanting, throwing of confetti, and unfurling of banners ensued. Several liberal hacks got pretty aggressive but, despite repeated attempts to remove us, we refused to leave until we were good and ready.

The message we delivered to the gathered rich people was clear: workers, students and poor people in Ontario are under increasing attack by the provincial government of Dalton McGuinty. Cutting the Special Diet Allowance, deplorable social assistance rates ($599/month), a tuition grant that is unavailable to 2/3 of university students and comes at the expense of funding for graduate student research, and the province’s absolute failure to support workers at the Electro-Motive plant in London, Ontario, are only a few of the signs that rich people and their government don’t give a rat’s ass about us.

Under Pressure and its community allies promise that this is only one of many confrontations to come. We will not sit by, silently waiting for the next election or for this government to do the right thing. We will work with allies across the province to disrupt business as usual and to take the fight directly to the homes and boardrooms of the rich.

They say ‘Cutback’, we say ‘Fightback’!

Come to Toronto, March 16th, for the Ontario Coalition Against Poverty Pre-Budget FIGHT POVERTY March! http://www.ocap.ca/node/984

What if a foreign regime was destroying your system of government, so it could then steal your resources and prevent you from environmentally protecting your homeland? This is what the Harper Government and federal bureaucrats are doing to the First Nation of Barriere Lake.

For more than two decades, the Algonquins of Barriere Lake have been demonstrating environmental leadership to the rest of Canada, campaigning to stop destructive clear-cut logging and to implement a sustainable development plan in their homeland in north-western Quebec.

But multi-national forestry corporations and government bureaucrats have refused to honour any of the agreements signed with Barriere Lake. They have tried at every turn to undermine the small community, one of the poorest in the country, and prevent them from implementing and realizing their vision for the protection and stewardship of the forests.

The David-vs-Goliath story now has a dark new twist: the Conservative government and bureaucrats in Indian and Northern Affairs Canada are interfering in Barriere Lake’s internal affairs, using section 74 of the Indian Act to forcibly assimilate and destroy the community's traditional government -- a traditional government the community has used for countless generations and which maintains their hunting way of life and respect for the environment.

Led by Barriere Lake youth, the overwhelming majority of the community are struggling to preserve their traditional government, so they can continue protecting the watersheds, forests, wildlife and lands for all future generations, Native and non-Native.

The Harper government is violating the Canadian Constitution, which protects the Aboriginal right to self-government. They are violating the United Nations Declaration on the Rights of Indigenous peoples, even though they have now endorsed it.

Join the Algonquins of Barriere Lake on Parliament Hill as they demand the Harper government and federal bureaucrats reject the use of section 74 and respect the community's traditional government and vision for environmental protection!

For more info: www.barrierelakesolidarity.org

:: BACKGROUND: HOW IS THE GOVERNMENT DESTROYING BARRIERE LAKE'S TRADITIONAL GOVERNMENT? AND WHY? ::

The government has used an archaic section of the Indian Act – section 74 – to unilaterally impose a different system of government on Barriere Lake.

Barriere Lake’s traditional government – open to community members who have connection to the land, and in which Elders guide potential leaders and safeguard their customs – ensures that community members maintain their sacred bond to the land and their hunting way of life. The band council electoral system the Harper government has imposed destroys the sacred governance bond the community has with the land. By breaking Barriere Lake's connection to the land, the Canadian and Quebec governments hope to get away with violating trailblazing environmental agreements and with illegally clear-cutting in Barriere Lake's traditional territory.

The overwhelming majority of community members want to protect their traditional governance system, but the bureaucrats in Indian and Northern Affairs Canada are spreading the misinformation that they are only a small group.

Through the summer, the Indian and Northern Affairs Canada bureaucracy ran an illegal process, imposed by the Quebec police, to bring the new system into the community. Fewer than a dozen ballots were sent in to nominate candidates for an Indian Act Chief and Council, who where then seated by acclamation. Meanwhile, almost 200 community members had signed a resolution rejecting this process! That represents a majority of community members who are eligible to participate in their political process.

Even the acclaimed Chief resigned in protest, refusing to break ranks with the community's majority. But four rogue band councillors with no community support have been illegally making decisions on behalf of Barriere Lake ever since. Shuttled to secret meetings with forestry companies and government officials, these councilors are being used by the government to derail Barriere Lake's precedent-setting environmental agreements and to facilitate illegal clear-cut logging.

Youth in the community are leading the movement to protect their traditional government and to heal and overcome the community divisions created by the internal meddling of government bureaucrats.

They are demanding the Harper Government cancel the imposition on Barriere Lake of the section 74 Indian Act band council system and respect their right to select leaders according to their traditional system of government.

CANADIAN POLITICS:
PROTEST CETA IN OTTAWA:

CETA, the Canada -EU Comprehensive Economic and Trade Agreement, is one of those things that has the habit of sneaking up on you gradually. Only at the last moment do you realize that you are in an inescapable trap. Canada has had ample experience of this in the past with NAFTA, and now the federal government wants to tie us to yet another democracy destroying contract.

The following item from the Canadian Union of Public Employees (CUPE) echoes a call from the Council of Canadians for a demonstration in Ottawa on the 22nd against this agreement. As a public service union CUPE is, of course, most concerned with the way that this agreement will be used to further privatization of public services. As an organization with a nationalist agenda the C0C is most concerned with the loss of Canadian sovereignty that such deals represent. Most important, in my point of view, is the weakening of the potential for significant decentralization in Canada as our polity becomes hamstrung by international restrictions. In any case there are many reasons to oppose such a deal. Here is the notice from CUPE.
CETACETACETA
CETA: Treat or Trick?

Just in time for Halloween, Canadian and European Union trade negotiators are in Ottawa next week putting together a monster free trade pact. But this Harper-era trade deal is no treat. It's a trick that threatens workers, First Nations, municipal democracy, our public services and more.

People in both Canada and Europe want public services that are owned and operated by democratically elected governments and run on a not-for-profit basis. There is no place for trade deals that prohibit keeping our services and infrastructure public and keeping our tax dollars flowing back into our communities.

Don't let Harper create a trade monster. Help us chase CETA out of town!

Join No One is Illegal to call for the immediate release of detained Tamil asylum seekers, and an end to racist and restrictive refugee policies. Justice, Freedom, and Status for All!

Surviving a dangerous journey, 500 Tamil refugees, including women and children, arrived in BC after fleeing war and persecution in Sri Lanka. When the ship first neared Esquimault, territories of the Songhees First Nation, it was immediately boarded by the Armed Forces, Border Services, and RCMP. Families are now being separated, with many children being taken by the Ministry of Child and Family Development. The refugees now face the threat of incarceration and eventual deportation.

Canadian government officials and media outlets are perpetuating false and dehumanizing stereotypes of 'illegals', 'terrorists', and so-called queue-jumpers. The earlier arrival of 76 Tamil migrants on Ocean Lady was similarly sensationalized. This deliberately created hysteria appeals to prejudices of refugees as undesirable. Well-known neo-Nazis, like Paul Fromm and the Aryan Guard, also known as the Canada First Immigration Reform Committee, are openly organizing rallies for the ship to be sent back.

This fear-mongering is just another tactic used to disguise the racist policies that define Canada’s immigration and refugee system. The Canadian government was recently forced to apologize for its “keep Canada white” measures, such as the Komagata Maru incident. Yet Minister of Censorship and Deportation Jason Kenney continues to increase detentions and deportation of refugees and undocumented migrants, while bringing in more temporary exploitable migrant labour. Public Safety Minister Vic Toews recently declared that Cabinet is drafting new policies to clamp down on migrants and “make this country less welcoming for future shipments of human cargo.”

No One is Illegal-Vancouver asserts the basic human right to safety, mobility, and protection. It is well known that Tamils in Sri Lanka are fleeing military atrocities and mass displacement. The only crime the migrants have committed is transgressing this imposed settler-colonial border. We encourage you to join us in rejecting repressive, racist, and exclusionary ideologies and policies, and instead encourage compassion, solidarity, respect for life, and justice for all refugees. Release Detained Asylum-Seekers! Let the Boat Stay! Status for All!

CANSEC is Canada's largest and most important War-Industry Trade Show. It's coming to Ottawa next week. Wherever you may be, please join the Coalition to Oppose the Arms Trade (COAT) in opposing this blatant symbol of Canada's role in the burgeoning international arms trade.

Here is a media advisory that COAT released yesterday.

Rally for Peace – Oppose the CANSEC War Machine
http://coat.ncf.ca/CANSEC2010/MediaAdvisory.htm

Ottawa – Peace advocates, human rights groups and environmentalists, are gathering to denounce CANSEC 2010, our nation’s largest weapons trade show. CANSEC is a symbol of Canada’s commitment to the business of war and our role in the profitable, international arms trade.

Richard Sanders of the Coalition to Oppose the Arms Trade says, “CANSEC is a blatant manifestation of our country's part in fuelling major global conflicts through the sale and export of weapons systems and their components.”

This year's effort against CANSEC is the latest chapter in a struggle that began over two decades ago when the Coalition to Oppose the Arms Trade (COAT) campaigned against ARMX, a now-defunct arms bazaar. COAT's work against ARMX led the City of Ottawa to ban arms exhibitions on municipal property. CANSEC is returning to Lansdowne June 2 and 3, because last year City Council overturned this municipality's historic 20-year ban on weapons shows.

“This trade show is a symbol of Canadian government subsidization of an industry involved in producing and promoting weapons of destruction,” added City Councillor Alex Cullen, candidate for Mayor in the 2010 municipal election. “It graphically illustrates the part we play in aiding and abetting wars and human rights abuses.”

CANSEC exhibitors supply parts and services for many of the world’s deadliest weapons systems used in Iraq, Afghanistan, Gaza and elsewhere around the world. Research by COAT names 60 CANSEC exhibitors supplying parts for weapons systems in Iraq. That war alone has killed 1.3 million since 2003. Diane Holmes, City of Ottawa Councillor says, “These weapons and weapons systems have caused destruction around the world. They have taken an immeasurable toll on the lives and livelihoods of innumerable innocent people, their families and their children.”

Peace groups, human rights and environmental groups, will hold a RALLY for PEACE on June 2, 2010 at Lansdowne Park on Bank Street, 5:00 to 7:00 p.m. Politicians, citizens, poets and musicians will speak against profiting from war weapons, and for peace in the world.

CANADIAN ANARCHIST MOVEMENT-ONTARIO:
BOMBS ARE NOT THE WAY:
The recent firebombing of a Royal Bank branch in Ottawa has been headline news for the last few days. These sort of tactics come to the surface at various times and places, and they present a typical chicken and egg problem. Are they symptoms of a movement in decline, driven to desperation by its gradually shrinking relevance or are they a direct cause of such decline. The answer is actually both. I do not mean by this that "anarchism" is a declining movement. Quite the contrary. The actual anarchist movement, true to its heritage of libertarian socialism, continues to grow and develop. What is declining is the fashionable "activist culture" that has been popular over the last two decades. The rent-a-riots get smaller and smaller. The police pretty well perfected their methods of control of such things while many of the present participants were in diapers. This "culture" is "anarchist" only in the sense that anarchism is one of an almost endless laundry list of "isms and anti-isms" that participants are expected to profess their belief in. The historical heritage of organization for class struggle and a classless society is pretty well absent from the "activist" world view.
Regular readers of this blog know my opinion of this sort of petty childish attempt at terrorism. I expressed it as recently as a couple of days ago when I opined on events in Greece. I'll have more to say later. For now all that I will reiterate what a stupid irresponsible act committing arson in an urban area is. Especially when it accomplishes sweet bugger all. To avoid the deaths of innocent victims the firebombers depend on the omnipotence of the fire departments. Fire departments are certainly better than in the old days when whole cities could burn down. They are not, however, invincible, and many innocent people can be killed by arson. This sort of thing, however, doesn't seem to register in the minds of the true believers.
Well, I'll say more at another time. For now here's another opinion, from the Linchpin website of the Ontario platformist organization Common Cause, that points out the difference between real anarchism and actions such as those of the Ottawa firebombers.
@@@@@@@@@@
Anarchists scapegoats for RBC arson
May 21, 2010
FOR IMMEDIATE RELEASE

Despite widespread claims by the media, there is no indication that the recent "firebombing" of an RBC bank branch in Ottawa was carried out by "anarchists".

Nowhere in the statement or video that was published online was it claimed that those responsible were anarchists.

For the media to claim that this is the work of anarchists without any evidence is the worst sort of red-baiting and gets a F grade in basic journalism.

We have no idea what the politics of those who did this are. We also can’t rule out the possibility that this act was carried out by agent-provocateurs.

"This act should also be put in the context of the significant violence that is perpetrated on a daily basis by the state capitalist system such as the violence of war, poverty, colonialism and environmental destruction. While we seek to build resistance based on mass movements of working and oppressed peoples, we understand why people are angry at the banks”, says Common Cause Ottawa member Kyle James.

Anarchism is not about violence and chaos. Anarchism is about creating a highly organized and democratic society, free of hierarchy and exploitation.

As anarchists, we support the building of revolutionary, democratic, mass movements that will challenge capitalism directly through labour and community organizing and mass direct action such as strikes, picket lines and occupations.

We believe in the power of millions of working-class people standing together against the bankers, bosses, and their states. We need unlimited general strikes of all workers across Canada and internationally to defeat the attacks on the working class by the capitalists.

Workers, including bank workers, have nothing to fear from anarchists. Together the working class has the power to shut this entire capitalist system down and work for our own needs instead of the profits of the bosses.

Common Cause is an Ontario anarchist organization with branches in Ottawa, London, Toronto and Hamilton.

A french translation of this press release can be obtained here.

CANADIAN ANARCHIST MOVEMENT-OTTAWA:
SPYING IN OTTAWA:

The following item is from the Ontario platformist site Linchpin/Common Cause. It seems that in the run-up to the upcoming G20 meeting in Toronto that the police in Ontario are doing what police always do ie gather intelligence and try to intimidate protesters. that is hardly "news", though the fact that they have been caught in at least one visit is. One more item about the violation of civil liberties in Canada to add to the tremendous list. I may think that what follows is both very true in some aspects and the result of unsupported speculation in other parts as to how the secret police proceed. The general advise, however, is quite sound. Nobody should answer questions from the usual fishing expedition on the part of the police unless 1)they have at least 40 years experience in radical politics, 2)they are at least 25 or 30 years older than the cop(intimidation factor), 3)they've been visited at least once before, 4)they have immediate access to a hidden recording devise, 5)the cops will agree to come by at a reasonable time of day and agree to the presence of witnesses and, perhaps most importantly, you have a plan in place to say nothing while continually questioning the agent.

To say the least all these items rarely (ever ?) come together at once. Therefore the advise to "say nothing" is the best that can be given. Here's the Linchpin item, corrected for English punctuation ( Don't get me started on this item-Molly ).
LPLPLPLPLPLPLPLP
Heads up: Cops visiting Ottawa activists

On Thursday morning, an Ottawa-area activist was visited at their home by two plainclothes police who said they were RCMP from out-of-town.

The previous night, after a public event on diversity of tactics, some activists present suspected the event was under surveillance when men in a white van were seeing watching from outside the venue.

So perhaps more people will be visited in the future? We've seen these kinds of strategies before, most recently in the lead up to the olympics in Vancouver, where activists involved in anti-Olympics organizing were visited, followed, and surveilled.

The visits are surely intended to gather intelligence and to intimidate.

Ottawa activists should be aware that this is going on. learn how to protect yourself, don't let yourself be tricked. guidelines on how to deal with police visits are posted on the anti-G8/G20 mobilization website, attacktheroots.net: http://www.attacktheroots.net/node/38
During such a visit, they may say that they are there to help you and your group/cause, trying to secure real information which they can distribute to others (cops and non) who may be less appreciative or understanding of what you are doing than they, the visitors, are.

They may say they are supportive of your cause, they know you're not out to do anything bad, they believe that the progressive victories in our society are in large part due to the kind of work you and others are doing and have done.

They tell you they're dressed in plainclothes, no official car, so that people won't see you speaking with the police and think that you're stabbing the movement in the back.

They may ask you to go for coffee or meet in some other way.

They may assure you that they do talk with other activists and that there is no unofficial 'activist policy' to not speak to the police.

They may mention pieces of your personal information, just so you know they know more about you than they should.

They may speak to your interests - the importance of unions, the problems of corporate media, whatever moves you/them.

They say they want to help you in what you're trying to do and that good communication and communication channels will benefit all involved.

They may tell you about their personal convictions, their background, how they agree with your values and about instances of their work where they are modeling these values.

CANADIAN LABOUR-OTTAWA:
OTTAWA IWW PANHANDLERS' UNION CLAIMS LEGAL VICTORY:
The following item is from the website of the Industrial Workers of the World (IWW). For some time now the Ottawa branch of the IWW has been organizing panhandlers in that city to help them resist the attacks of the city government. The latest settlement with the City over a direct action against a city erected fence is just one of the many disputes between the City of Ottawa and the panhandlers' union.

Panhandlers Claim Victory:
Originally posted here
Andrew Nellis of the Ottawa Pandhandlers Union said the group has reached a settlement after filing a $1-million lawsuit against the city last year.

The lawsuit accused the city of violating panhandlers' constitutional rights by putting up a fence at the underpass across from Chateau Laurier. Nellis ended up being charged after he snipped a lock off the fence.

On Tuesday, Nellis said the panhandlers and city reached a deal but an agreement on confidentiality prevented him from going into details. Sounded like the settlement might involve allowing the panhandlers to use some property for a street art gallery.

Nellis is claiming victory.

"It won't be the first victory we have, either," he said.

In the same breath, Nellis said the panhandlers group plans to sue the city again if an updated nuisance bylaw comes into force for roads and sidewalks. The bylaw passed the transportation committee meeting Wednesday.

CANADIAN LABOUR-OTTAWA:
CANADIAN MUSEUM STRIKE CONTINUES:
For almost 3 months workers at the Canadian Museum of Civilization and the Canadian War Museum, represented by the Public Service Alliance of Canada (PSAC) have been on strike. While the union has expressed its desire for arbitration management has balked at any good faith bargaining. Here's a potpourri of items from the PSAC about the issues at stake.
‼‼‼‼‼‼‼‼‼‼‼‼‼‼‼‼
Women Stand in Solidarity with the Ottawa Museum Workers:
The vast majority of low-paid, part-time, contract and temporary workers in this country are women. As a result, women working full-time all year earn only 70% of what men earn working under the same conditions. Those who cannot find full year employment, are often ineligible for Employment Insurance since they cannot accumulate enough hours of work to qualify. And, when it comes time to retire, women's retirement income is only 60% of men's.

Workers at the Museum of Civilization and the War Museum in Ottawa have been on strike since September to challenge these conditions. The majority are women, who find themselves trapped in insecure employment. Many are long-term employees who live with the uncertainty of not knowing whether or not their yearly contracts will be renewed.

The underlying issues of this strike should be of concern to us all. Over the past decade, there has been a growing trend for employers, including the federal government and its agencies, to contract out work to individuals who have little security and few benefits.

Statistics Canada data indicate that all workers in non-standard employment have significantly lower earnings, fewer benefits, and are at higher risk of unemployment.

After 11 weeks on strike, the employer presented the workers with a final offer – which failed to address the central issue of contract jobs. The workers voted 96% to reject the offer.
Here's what they said:
"We love our jobs and the work that we do. We want to go back to work, but not at any price.

We are resolved, all of us, to see this process through to its conclusion. We seek to protect our jobs. Given that the Corporation's offer was final, given the response of our co-workers and given that we are in the eleventh week of our strike, we are fully prepared to turn our dispute over to an arbitrator for resolution.

We remain hopeful that the Corporation will do the right thing and agree to this, so that we might finally bring an end to the on-going labour strife between us and our employer.

Yet, the federal government has done nothing to help resolve this dispute. The federal Minister of Labour, Rona Ambrose, offered to appoint an arbitrator to settle the strike. The Union agreed to arbitration, the employer refused – and the Minister backed down at the employer's insistence. There is not even a pretense of impartiality here.

The striking PSAC workers have taken a courageous stand against the insidious practice of cheap temporary work. Women who care about women's equality stand in solidarity with them. We fully support their demand to the federal government to appoint an independent arbitrator to settle the issue and to get the Museum workers back to work.

Here also from the PSAC is an announcement of a solidarity rally and concert coming up this Sunday.

Rally and concert to support striking museum workers:
Musicians, federal politicians and labour leaders call for end to 84-day strike
Ottawa – Prominent politicians, musicians, artists and community leaders will gather on Sunday to show support and solidarity for the 420 workers from the Canadian Museum of Civilization and War Museum, who have been on strike for 84 days.

Workers from the two museums have been walking picket lines since September 21st. Several attempts at a mediated settlement resulted in weeks-long delays and a final offer from the museum, which the workers rejected by a margin of 96 per cent. Negotiations will resume this afternoon, after federal mediators called the two parties back to the bargaining table.

One thing about the above announcement strikes Molly. While the Liberal Party and the NDP have been invited to speechify the assembled there is no representative from the Bloc Québecois. This is not because the Bloc has been remiss is support of the workers. Neither is it because this labour conflict has nothing to do with Québec. The Canadian Museum of Civilization, after all, is in Gatineau Québec , across the river from the City of Ottawa. I hope it is not true, but there is a certain odour of "political favouritism" here. Not that I personally have any sympathy for the nationalist delusions of the Bloc, but it seems that there is some unwarranted exclusion happening here.
In any case the PSAC has called for arbitration in this dispute. Unlike the situation with the CN strike where the Conservative government moved with all due speed to order the workers back to the job and institute compulsory arbitration the government has decided to drag its feet on this one and hide behind the refusal of management to agree to such a solution. Interesting and, I guess, not unexpected. Here's a final item from the PSAC about their request to have the dispute sent to arbitration, and the rather hypocritical response of the Senate government leader on this matter. The government, of course, has the power to order binding arbitration at any second, but they have so far stonewalled against demands to do so.
See also the following for a link whereby you can email Museum management to demand they relent and agree to arbitration.

Senate government leader hopes for arbitration in Museum strike:
Conservative senator and government leader Marjory Lebreton yesterday expressed hope that the twelve week strike by museum workers in Ottawa would be sent to arbitration.
**Email Museums CEO Victor Rabinovich
**Visit the museum workers on Facebook

Questioned by Liberal senator Sharon Carstairs, Lebreton told the senate "it is to be hoped that both parties will come to the table and resolve this matter because, as the honourable senator states, valuable work and access are being denied to Canadians who wish to use the facilities of the museums."

Carstairs said "The arbitrator has not been appointed because the employer is not willing to come to the table. The employer — us ( emphasis on this, the first person plural objective pronoun. The government, after all, has the power to end this strike available but chooses not to use it-Molly )— is unwilling to come to the table," adding that the Minister had been willing to lean on the union of CN engineers to get them to agree to arbitration.

WATER/CANADIAN LABOUR:
AND NOT A DROP TO DRINK:
Molly has blogged on the subject of water in the past. Here's a report from the Canadian Union of Public Employees (CUPE) on an ongoing (at this time) conference in Ottawa, talking about this matter.
▼▼▼▼▼▼▼▼▼▼
Blue Summit tackles key water issues:
The opening day of the Blue Summit highlighted major challenges to public water systems and resources, and drew lessons from winning campaigns.

The two-day conference has drawn more than 300 participants from across the country and internationally, including a group of more than 80 CUPE delegates from every province.
CUPE and the Council of Canadians organized the summit, being held in Ottawa, to mark the 10th anniversary of the founding of Water Watch.

CUPE national president Paul Moist’s opening speech celebrated how the water movement has grown over the last decade.

He stressed the importance of working in coalition at the community level, as well as nationally and internationally. Key to that work is strengthening solidarity with First Nations communities, to support their struggles for safe drinking water and proper sanitation services.
The economic crisis creates a moment for change, says Moist.

“We don’t accept a society built on greed and private profit, we want a country and a world built on public services and community values, and we won’t rest until that happens,” he told the plenary.

An opening panel moderated by Morna Ballantyne set the stage for the conference by examining the state of Canada’s water.

Council of Canadians national chairperson Maude Barlow dismissed the Canadian government’s “bogus arguments” for continuing to oppose the right to water at the United Nations. The real reason, she says, is it would conflict with the government’s position that water is a tradable good under NAFTA.

Canada is actively promoting new trade deals – such as a Canada –European Union agreement under negotiation - that put our water services in jeopardy, says Barlow. The Canada EU deal is “more dangerous than NAFTA in terms of everything we hold dear in this country,” she said. This deal, along with changes to the Agreement on Internal Trade, are part of a ‘perfect storm’ of trade deals which seek to open up the $100 to $200 billion in provincial and local spending on public services, including water.

Water policy expert Ralph Pentland outlined how Canada is “in a state of general confusion and gridlock just when a sense of national direction is urgently needed.” He emphasized the need for strong legislation and a national water policy to protect Canada’s water resources.

Assembly of First Nations water expert Irving Leblanc painted a stark picture of the challenges facing many First Nations communities. Poverty, underfunding, a massive infrastructure deficit and the absence of legislation dealing with on-reserve water and wastewater issues have combined to create a First Nations water crisis.

Over 120 First Nations communities live with undrinkable water today. Some of those reserves haven’t had safe water for nearly 15 years, Leblanc told the plenary. He called for full consultation and participation in a planned federal First Nations safe water act – something which has not yet happened.

CUPE researcher Blair Redlin reminded delegates that Canada’s public water and sewage systems were established in the wake of widespread public health problems in the late 1800s and early 1900s. These fledgling services were initially privatized, but were taken over by governments when they failed to deliver.

Redlin criticized how the federal government forces communities to privatize by making funding contingent on P3s. Corporatization of some public utilities is a growing concern he said, pointing to the activities of Edmonton-based EPCOR as well as recent moves to corporatize Winnipeg’s water services.

During the mid-day break, participants rallied on Parliament Hill, saying bold action on climate change can’t wait any longer, and that countering the global water crisis must be part of the solution.World leaders will soon travel to Copenhagen for the UN Climate Change Conference on December 7-18.

CUPE and the Council of Canadians will bring a banner signed by summit delegates to Copenhagen.

“Our government’s climate record speaks for itself, said CUPE National Secretary-Treasurer Claude Généreux. We rank 59th out of 60 countries. And it keeps getting worse. A prime example is the pollution and destruction spewing out of the Tar Sands.”“That’s why we must stand our ground. Together. For water, for the planet, and for our children’s future. The message on our banner makes it crystal-clear: ‘Climate justice is water justice,’” concluded Généreux.

Delegates also participated in workshops and heard an afternoon panel focusing on organizing to win.

The conference opened last night with a party celebrating Water Watch’s birthday. CUPE members, including a number of water and wastewater workers, also held a lively afternoon caucus to share their experiences and strategize about CUPE’s water work.

Couldn’t make it to the summit? Listen in at cupe.ca in the coming weeks for podcasts from the weekend.

CANADIAN LABOUR-OTTAWA:
SOLIDARITY WITH MUSEUM WORKERS IN OTTAWA:
Molly has mentioned the ongoing strike of workers at the Canadian museum of Civilization and the Canadian War Museum, both in Ottawa, previously. There is a very good appeal for solidarity with these workers over at another friendly Winnipeg ( the absolute centre of the universe, let alone the 'heart of the continent') site, the Winnipeg Wobbly Blog, and Molly urges her readers to drop on over, read it and respond to the appeal. The union for the workers involved is the Public Service Alliance of Canada (PSAC). Here, however, is another story from the PSAC website, of how management of the museums are attempting to censor free speech ie unspecified "content" be removed from the PSAC strike support blog. It's an interesting campaign on the part of management as the use of lawyers as weapon should resemble more the intelligent use of a surgical scalpel rather than a shotgun aimed blindly. Whether you agree with the demands of the union or not you should be alert to such attempts to "Americanize" our legal system (as if it isn't weighted enough in favour of the ruling class already) and use it as a weapon of intimidation. Here's the story.
&&&&&&&&&&&
Union vows to fight online censorship:
Ottawa – The Canadian Museum of Civilization Corporation is attempting to censor photos and comments posted to a Facebook page set up to support the 420 workers who are currently on strike at the Museum of Civilization and War Museum.

In a letter on October 28, lawyers acting on behalf of the corporation demanded that content that they deemed to be defamatory be removed from the Facebook group, “Fairness and Justice for Museum Workers”. They did not specify what they considered to be offensive and the Public Service Alliance of Canada has determined that none of the content on the page is objectionable.

The union, which represents the striking workers, has vowed to fight any attempts to remove content from the Facebook group or to curtail the workers' freedom of expression.

The museum workers are now entering their seventh week on the picket line. Employees at the two museums have been on strike since September 21, 2009. The 420 workers voted 92 per cent in favour of a strike at the end of August and talks first hit a standstill on September 18.
Negotiations resumed briefly on October 7, but broke off after the Canadian Museum of Civilization Corporation refused to agree to protections against the contracting out of the workers' jobs.

CMCC's attempts at censorship are acts of desperation,” said Maria Fitzpatrick, PSAC Regional Executive Vice-President for the National Capital Region. “We are appalled that a Crown Corporation is spending taxpayers' money to attempt to intimidate workers into silence, rather than getting back to the bargaining table to negotiate a fair settlement.”

Before Molly signs out for the night here's another notice about this strike, also from the PSAC website. Tomorrow the workers involved will be taking their case to Parliament Hill in a demonstration for their rights. If you live in the Ottawa area consider showing up in solidarity.

After six weeks on the picket line, museum workers take their message to the Hill:
– After more than six weeks on the picket line, 420 striking workers from the Canadian Museum of Civilization and War Museum will be taking their message to Parliament Hill tomorrow at noon.

They are asking the Canadian government to tell the Canadian Museum of Civilization Corporation to return to the bargaining table and grant them a fair contract. Their key demands are job security, protections against the subcontracting of their jobs and an end to perpetual contract status. The workers are seeking the same terms and conditions as other employees doing the same work at other federally-funded museums and cultural institutions.

The workers have been picketing daily in front of the office of James Moore, Minister of Canadian Heritage and Official Languages. Now they will take their message to all Members of Parliament, hoping for a fair end to their labour dispute as soon as possible.

CANADIAN LABOUR-OTTAWA:
BOYCOTT THE CANADIAN MUSEUM OF CIVILIZATION:
The following item came to Molly's attention via the Canadian Union of Public Employees (CUPE). For five weeks now employees at the Canadian Museum of Civilization in Ottawa have been on strike, and their union, the Public Service Alliance of Canada (PSAC), have asked the Canadian Labour Congress (CLC) to call for a boycott of both the Museum of Civilization (in Gatineau) and the Canadian War Museum (in Ottawa). Here's the story from CUPE.
CLCLCLCLCLCLCL
Support striking museum workers:
For the past five weeks, 420 employees of the Canadian Museum of Civilization Corporation (CMCC) have been on strike. The Public Service Alliance of Canada workers want to secure a collective agreement that ends the precarious employment practices of the CMCC and affords its employees some job security.
The executive council of the Canadian Labour Congress (CLC) has passed a resolution asking workers who belong to its affiliated unions not to visit the Museum of Civilization and the Canadian War Museum in Ottawa-Gatineau until striking workers have secured a fair collective agreement.

CUPE National President Paul Moist joined other CLC executive council members on Monday to protest the CMCC’s bargaining tactics.

Here is the declaration from the CLC.

CLC supports striking museum workers:
Asks union members not to visit Civilization and War Museums

OTTAWA – The Executive Council of the Canadian Labour Congress is asking workers who belong to its affiliated unions not to visit the Museum of Civilization and the Canadian War Museum in Ottawa-Gatineau until striking workers have secured a fair collective agreement.

The CLC’s Executive Council, meeting in Ottawa, passed a resolution saying in part that the Canadian Museum of Civilization Corporation (CMCC) “has blatantly abandoned that responsibility by failing to negotiate a fair collective agreement with its workforce.”

For the past five weeks, 420 members of the Public Service Alliance of Canada have been on strike at the museums to secure a collective agreement that would change the museum’s employment practices: 38% of the workforce is employed on a temporary basis, and museum workers are being paid 30% less on average than other federal government museum workers doing the same or similar jobs.

The CLC is also calling upon the government of Canada to force the museum “to negotiate a collective agreement that ends the precarious work practices used by the Corporation.”

CANADIAN LABOUR-TORONTO/OTTAWA:
SUPPORT NORTEL WORKERS AND PENSIONERS:
The following call for two upcoming demonstrations is from the website of the Canadian Auto Workers. As in most bankruptcies in our society it is the workers who get the short end of the stick. Molly urges her readers to go to the CAW website where there is wealth of information about what is happening around the closing down of Nortel. As that website says, "Bankruptcy law is designed to protect the banking and money lending system; it is not designed to protect those who have given their lives to the service of a company. Those few changes that have been made to better protect working people and those that have retired from work, have come at the insistance of unions, including the CAW."
CLCLCLCLCLCLCLCL
Support the Nortel Workers and Pensioners Rallies:
Nortel Networks initiated financial restructuring in Canada under the Companies Creditors Arrangement Act (CCAA) earlier this year. As a result, the company stopped paying severance, transition allowances and deferred wages to all former employees and retirees.

The CAW is joining with the Nortel Retirees and former employee Protection Canada (NRPC) to demand that both the federal and provincial government ensure that Nortel workers get the benefits they were promised and not to allow a wind-up of the Nortel pension fund.

CAW members, Nortel retirees and supporters will be gathering for two rallies, demanding that both levels of government guarantee pensions and other promised benefits:

Wednesday, October 7 at 12 noon at Queen's Park in Toronto and Wednesday, October 21 at 12 noon on Parliament Hill.

"Governments in the U.S. and U.K. have acted on behalf of the Nortel workers in their countries, why is the Canadian government ignoring this potential tragedy," says CAW President Ken Lewenza.

CANADIAN/INTERNATIONAL POLITICS:
WRITERS OF DIFFERENCE:
Here's an announcement from Agitate Ottawa about an upcoming event down there in government land. If you're in the area drop on by. It might be interesting, and you'd be supporting a good cause.
CPCPCPCPCPCPCP
Queer/Trans Writers of Colour and Indigenous Writers Converge!:
Agitate! presents a night of performances and discussion. We’ll begin the night with an impressive line up of performers and finish with an engaging panel of writers and poets, showcasing artists of colour and indigenous artists in celebration of Pride! Often writers of marginalized identities face challenges in representing and publishing their own points of view coupled with the threat of their voices being tokenized(?) and co-opted in the process. Featuring both emerging and established writers from Ottawa and elsewhere, we will be discussing issues of representation, intersectionality(?) and how identity and experience are expressed in their craft.

Confirmed so far are Rob Friday and Kalyani Pandya from Ottawa, Nalo Hopkinson from Toronto, and Trish Salah from Montreal.

August 20th
Doors at 6:30, Performances at 7pm, Panel from 9-10pm.
Montgomery Legion Hall (top floor) 330 Kent St.
$10 – $20 sliding scale (all proceeds go to Migrant Trade Union in South Korea)

This event will also be a fundraising effort for the Migrant Trade Union (MTU) in South Korea. MTU is a union of documented and undocumented migrant workers in South Korea, the only union of its kind in the world today. The MTU has joined in the struggle of GLBT people in South Korea, including defending the needs of its own GLBT members. Agitate feels it is important to connect our work with the struggle of other racialized(?) people in the world, especially as the rights of migrant and undocumented workers in Canada continue to be largely ignored.
